Did you know that In FY 2022/23, monitoring and evaluation activities were undertaken in a total of 48 Designated Agencies out of the planned 100 agencies? This was equivalent to 48% of target achieved. The agencies monitored comprised 9 UNRA Stations, 31 district local governments, and 8 municipal councils as shown in Table 4. The monitoring involved tracking of implementation of the funded work plans against the performance agreements entered into with the DAs.

Last week IPPR published an forward looking report on mission led government - importantly focusing on what that might mean in terms of how the government might work, as well as what it might seek to deliver. I was particularly pleased to see a set of recommendations for HMT and how they can use their established tools and mechanisms (and of course their position of power), to really drive forward a mission led approach. These recommendations include reforming the business case process, the use of mission based metrics and new rules for spending - including mission alignment. Critically it talks of ways to encourage shared business cases on the lines of missions - yes! for anyone who has tried to develop a shared business case across departmental 'boundaries' you'll know why this being actively encouraged has the potential to make a huge difference. These are important tools to explore and giving HMT a role in driving missions to delivery is really important. The report also explores how No10 and Cabinet Office systems might need to shift to back the mission approach - all really interesting stuff. Take a look.
