E3 has been working on a project that is truly the first of its kind with Salt River Project, a public utility that serves more than 2 million people in Arizona. Earlier this year, the utility published its first-ever integrated system plan, which combines resource, transmission, distribution, and customer program planning in a single process. This was a pioneering effort to do planning in an entirely new way that considers the interdependencies of each part of the system. How should system planners and regulators be thinking about this holistic way to plan? Can integrated system planning help developers anticipate grid needs and get the most out of demand-side resources? What is the role for industry stakeholders? I am excited to be associated with a team bringing 1,440 megawatts of new generation online - way to go, Oglethorpe Power Corporation. It is a significant achievement and a major step forward in meeting the State of Georgia's growing energy demands. Combined cycle and simple-cycle combustion turbines are efficient and versatile technologies for generating electricity. Today, we announced the construction of two new natural gas projects in Georgia: a two-unit combined-cycle plant in Monroe County and a simple-cycle combustion turbine unit at an existing facility in Talbot County. Oglethorpe Power has owned and operated power plants in Monroe and Talbot Counties for many years, and we are excited to build upon our strong relationships in these communities. I am getting curious about people’s thoughts on equity and how it pertains to regional sales of power projects. Crossing through the states and seeing large wind farms and knowing many of these aren’t always to provide energy for local loads, brings about some interesting equity perspectives. We seem to often think of equity from a local population classification perspective, but it seems rarely from a “one state being burdened with costs and other unwanted impacts due to another states regulations and needs.” Interesting times and I wonder how long the building of resources will be restricted to only in state or local region sales.

This is exactly what we were going for when we designed the program: [Demand Side Grid Support] is available across the state, and it’s also relatively simple to take part in, according to Sunrun's Chris Rauscher, J.D.. That’s because it avoids the complexities of traditional demand-response programs, such as the “baseline” methods that estimate how much power customers would have used to determine how much they get paid for reducing consumption beyond that point — a counterfactual approach that’s led to all manner of disputes and challenges between utilities, grid operators and demand-response providers. Instead, the DSGS program’s approach to batteries is to simply measure how much power they actually inject back into the grid. Rauscher credits this type of structure with opening up the market for solar-battery systems in other markets such as Massachusetts and Hawaii. “Those simple programs are the ones that achieve the greatest success and reach the largest number of customers,” he said. The most recent capacity auction in PJM will have a significant impact on commercial and industrial customers. According to the Natural Resources Defense Council, one reason capacity prices are going up is because natural gas prices are going down. Achieving balance between enough capacity to meet peak demand versus paying for idle power generation assets is no easy task. Too much capacity adds unnecessary cost and too little risks blackouts.
