This is good to see, recognizing not only the potential value of using AI for national security systems but also the risk of not doing so. Industry's thought leadership is more important than ever to inform cutting-edge, safe, effective new technology investments at the intersection of AI and national security. 2. Anticipate increased federal investments in new AI capabilities to advance national security priorities -- and spanning all sectors of federal government. The official start of the global AI arms race: This morning the White House issued a National Security Memorandum declaring that 'AI is likely to affect almost all domains with national security significance'. Attracting technical talent and building computational power are now official national security priorities. - It is now the official policy that the United States must lead the world in the ability to train new foundation models. All government agencies will work to promote these capabilities. - DoS, DoD and DHS 'shall each use all available legal authorities to assist in attracting and rapidly bringing to the United States individuals with relevant technical expertise who would improve United States competitiveness in AI and related fields' - The Department of State, the DoD, DoE, and the DoC shall, 'as appropriate and consistent with applicable law, use existing authorities to make public investments and encourage private investments in strategic domestic and foreign AI technologies and adjacent fields.' - Classified threat evaluations of the frontier going forward, delivered directly to the President. "The Executive Order directed a sweeping range of actions within 90 days to address some of AI’s biggest threats to safety and security. These included setting key disclosure requirements for developers of the most powerful systems, assessing AI’s risks for critical infrastructure, and hindering foreign actors’ efforts to develop AI for harmful purposes. To mitigate these and other risks, agencies have: --Used Defense Production Act authorities to compel developers of the most powerful AI systems to report vital information, especially AI safety test results, to the Department of Commerce. ... --Proposed a draft rule that proposes to compel U.S. cloud companies that provide computing power for foreign AI training to report that they are doing so. ... --Completed risk assessments covering AI’s use in every critical infrastructure sector. As we close out #CybersecurityAwarenessMonth, it’s fitting that The White House has released new guidance on AI. The new National Security Memorandum (NSM) on Advancing U.S. Leadership in Artificial Intelligence marks a pivotal step in leveraging AI for national security objectives while emphasizing AI safety, security, and trustworthiness. This NSM builds on the requirements established in Executive Order 14110 (2023), providing additional guidance on U.S. government AI operations, both domestically and abroad, while prioritizing the protection of human rights, civil rights, safety, and privacy.
