The NSW Department of Planning, Housing and Infrastructure has finalised the Transit Oriented Development (TOD) rezonings for the following precincts: Macquarie Park, Kellyville, Bella Vista, Hornsby, Bankstown, Crows Nest, and Homebush. These changes came into effect on 27 November 2024. Key points include: • A precinct-wide minimum affordable housing rate of 3%, with higher rates for specific sites. • A new planning State Significant Development (SSD) pathway to support TOD development, effective from 27 November 2024. This aims to expedite housing delivery by: ➥ Providing a temporary SSD pathway until 30 November 2027 for residential development applications valued over $60 million. ➥ Removing some Development Application (DA) referral requirements. ➥ Replacing design competitions with a faster approval pathway. SB 684, which took effect earlier this year, provides for streamlined, ministerial processing of certain residential projects in multifamily zoning districts consisting of no more than 10 single-family homes. SB 1123, passed during the most recent legislative cycle and effective July 1, 2025, expands SB 684’s reach to vacant lots in single-family zoning districts. Last night, I attended the AIA|LA & LACP Roundtable Discussion on the Citywide Housing Incentive Program. It’s encouraging to see the city building on the state’s recent housing bills and even pushing housing creation further. However, my key takeaway is that the ordinance is still in draft phase. If you care about housing zoning policy, I urge you to share your thoughts with the city: https://lnkd.in/gABA8qST One suggestion I plan to share is to eliminate the hidden mixed-use disincentive on C-1VL sites. Currently, Height district 1VL on C zones allows for 45 feet of height or 3 stories. However, if the project is 100% residential, there is no story limit, allowing for 4-story residential buildings while limiting mixed-use buildings to 3 stories. Even with TOC bonuses, this 1-story penalty for mixed-use buildings remains, making them less financially viable than 100% residential projects on some of the city’s prime commercial corridors. This discrepancy needs to be addressed to encourage more balanced and effective use of these areas. #LAPlanning #Housing #Zoning

The Radix Big Tent Housing Commission has today published its final recommendations to address England’s housing shortage, calling for key changes to planning, funding, and implementation. The recommendations follow a seven-month engagement campaign across the real estate industry, with Shoosmiths' living sector legal experts supporting the Commission since its launch in March 2024. Titled Beyond the Permacrisis – Delivering 1,000 Homes a Day, the report sets out 15 practical steps to help the government meet its target of 1.5 million new homes The multi-disciplinary Commission – featuring property professionals, developers, investors, planners, academics, and Shoosmiths partner and living sector co-head Lisa Tye – makes the case for treating housing as national infrastructure. The report also proposes an innovative framework for housing delivery, including a clear strategy, a new housing delivery unit at the heart of government, cross-party collaboration, and clarified roles for different tiers of government. The housing market is facing a major challenge, with demand far outstripping supply. Unfortunately, current interest rates and construction costs mean that this issue is unlikely to be resolved any time soon. However, there is hope. The SMPS Pittsburgh panel discussion highlighted the need for strategic repurposing of our current housing stock and zoning changes to make more affordable housing available. I also had a brief discussion with Bobbi Jo Haden regarding their LBGTQ-friendly senior housing to be built in Oakland - I’m excited to see the synergies arise from the various partnerships in that project. Another major milestone has been reached in the NSW Department of Planning, Housing and Infrastructure's TOD program, with release of the first four draft rezoning proposals out of the eight nominated accelerated precincts. The precincts include #Hornsby, #Kellyville, #BellaVista and #MacquariePark and aim to facilitate a combined total of 30,322 dwellings, with mandatory affordable housing contributions of between 3–15% to be delivered in perpetuity. Also on exhibition is an explanation of intended effects (EIE) outlining proposed changes to the accelerated precincts policy which include: - A temporary SSD pathway for residential developments valued over $60m until November 2027. - Turning off the in-fill affordable housing height and FSR bonuses within the accelerated precincts to avoid conflict with planning controls and an exemption from some of the low- and mid-rise housing reforms. - A 5-year exemption from concurrence and referral requirements that are not considered 'high-risk' to speed up assessment timeframes. - An alternative design excellence pathway in place of design competitions. Two major challenges consistently arise in discussions with builders and developers within our Urban Land Institute (ULI) network: 1. The lengthy approval process for new projects by municipal authorities. 2. Cities' reluctance to permit higher-density housing options, such as:   - Smaller lot sizes   - Clustered housing developments   - Duplex, triplex, or fourplex units In your experience, which cities or suburban areas have demonstrated a more collaborative approach to addressing these issues? Revitalization, Green Space, Widened Pedestrian Areas = Improved Quality of Life. As much as I love traffic, this doesn't sound too shabby. The almighty dollar controls much of the decision-making process regarding what gets built when and where. Truth is, the most profitable decision that checks the boxes of code compliance is often the choice - the greatest/best/most creative/artistic/long-range/high-quality use that leads to improved quality of life often doesn't pencil. This isn't necessarily the fault or duty of the small local developers, they are making a living and providing a service and (hopefully) playing by the rules set forth by the stakeholders and officials of the given municipality. So - who foots the bill for the deficit we're presented with by decisions prioritizing HUMAN KIND and Quality of Life? Asking for a friend...

Some key takeaways from the first of our round table sessions about #offsite manufacturing's place in the social housing sector: 1. Cat 1 (modular) construction, despite nearly unanimous optimism, isn't delivering. 2. Most Housing Associations don't consider off-site construction to be challenging - most already use a blend of timber and steel frame alongside traditional brick and block. 3. Accountability is paramount. Lots of hurdles to take down, then, and lots of riddles to unpick - but it's really encouraging to hear that the knowledge, the will and the enthusiasm for clever construction systems is already in place!
