The 2024 UK Autumn Budget makes measured progress toward solving the country’s productivity puzzle, with targeted investments in workforce skills and infrastructure. Yet, real productivity gains require more than funding allocations alone. As PA Consulting's CEO Christian Norris argues, sustainable productivity growth depends on a shift towards collaborative approaches that span the public and private sectors, underpinned by digital innovation and regional coordination. This involves centring productivity growth at the heart of the government agenda. To an extent, the budget’s initiatives show early alignment with this. By anchoring productivity objectives within policy frameworks and development plans, the UK has an opportunity to not only address immediate economic pressures but also lay the groundwork for long-term growth and resilience.

Encouraging that UK has overtaken Italy after the Global Financial Crisis, but the gap between UK & Top 3 remains frustrating As indicated in this week's Green Paper "Invest 2035: The UK’s Modern Industrial Strategy", there is at last the promise of an Industrial Strategy to assist business in taking decisions. Many of these decisions could impact the Output per hour worked (#productivity). Traditionally, many commentators assume that output per hour worked can only by increased through transformation based upon capital investment. Whilst this can be hugely beneficial, there are other parts of the equation that can be adapted. It is possible to increase productivity within UK by a focus on revenue growth supported by reduction in wasteful hours invested. The focus on specific sectors will also allow more business decisions to be supported across markets, educational institutions and stakeholders. There's still time in Q4 2024 to drive up output per hour worked. The Productivity Commission’s work on industry policy has always stressed the importance of clear policy frameworks to justify interventions. Industry assistance comes with costs for all Australians through the budget and in diverting resources and jobs from areas where they would be more productive. Therefore, governments should offer such assistance with a clear eye to what they want to achieve and only after establishing it is an efficient way to reach that goal. That is why we have welcomed the National Interest Framework being adopted by the government to guide its Future Made in Australia investments and have encouraged its use for all areas and projects supported under the policy.
