The Biden-Harris Administration's new guidance on federal #grants is a lifeline for time- and resource constrained grants recipients, prospective applicants navigating agencies for critical resources, and impassioned government staff juggling large caseloads. Based on our work with federal funders of grant programs, three key points stand out most about this guidance. ✓ 𝐑𝐞𝐝𝐮𝐜𝐞𝐬 𝐨𝐧𝐞𝐫𝐨𝐮𝐬 𝐜𝐨𝐦𝐩𝐥𝐢𝐚𝐧𝐜𝐞 𝐫𝐞𝐪𝐮𝐢𝐫𝐞𝐦𝐞𝐧𝐭𝐬. Clear, consistent, and unambiguous terms are required to ensure that grantees meet their #funding obligations and have access to federal funds in the future. This foundational understanding equips less-informed grantees with helpful instructions while reducing the need, and potential cost, for specialized compliance staffing. ✓ 𝐂𝐫𝐞𝐚𝐭𝐞𝐬 𝐚 𝐜𝐞𝐧𝐭𝐫𝐚𝐥𝐢𝐳𝐞𝐝 𝐠𝐫𝐚𝐧𝐭𝐬 𝐝𝐚𝐭𝐚𝐛𝐚𝐬𝐞. The Federal Program Inventory (FPI) catalogues all funding programs into one central database. This inventory will enhance transparency for ALL potential applicants, illuminating where funds live and how they can be accessed. The administration's emphasis on eliminating this barrier will open doors for more equitable access to funding streams. This demonstrates the administration's emphasis on (re)building trust and partnership with sovereign nations, Indigenous communities, and other communities where English is not a first language. Kudos to the Office of Management and Budget (OMB) for this game changing retooling of federal grant making regulations! Now applicants without a federally negotiated rate can request indirect recovery equal to 15% of Modified Total Direct Cost (previous rate was 10%). As part of the federal engagement process, Silver Arrow Strategies submitted public comments advocating for streamlined, plain language grant guidance, improved diversity of peer review panels, and this increase in the de minimis indirect cost rate! To quote our public comments to OMB: "The increase in the de minimis indirect rate from 10 percent to 15 percent is a tangible, practical, and immediately impactful revision that will improve access to federal dollars and allow more accurate cost recovery for expenses that are difficult to allocate to specific grant-funded programs. To address our country’s most intractable, complex social, economic, racial, and health-related concerns and disparities, we need a strong non-profit sector comprised of stable, consistent, and proximate organizations. I want to share some of the tough realities we face in local government right now. We're constantly balancing the need to keep rates as low as possible while trying to ensure the financial sustainability of Council. Unfortunately, Council is being massively underfunded, receiving just 36% of our assessed financial need over the last 10 years. This makes it incredibly difficult to deliver services at the level the community expects. Recently, I completed a project analysing funding disparities across South Australian councils over the past decade. The findings are eye-opening: the 16 overfunded councils received an average of $11 million above their assessed needs over the 10 years, while the remaining 52 councils, including ours, have been underfunded by nearly $34 million on average, unfortunately we are way above average at $58 million of underfunding (due to our large road network our needs are higher). This underfunding has real consequences for our communities. Understandably, people are disappointed when services are reduced or when community grants aren't awarded the way each group hoped, but it's important to remember that these decisions are made carefully to ensure we’re managing ratepayer funds responsibly. For example, it can cost ratepayers significantly to keep underused services running, which affects the entire community. At the end of the day, Council has a delicate balancing act. We're trying to stretch every dollar while delivering essential services, but we can't do it alone. The broader issue lies with the funding inequities caused by government legislation, and we need to work together to advocate for fairer funding so that we can better serve our communities. As we continue navigating these challenges, I encourage everyone to stay engaged and informed. We appreciate your understanding as we work through these difficult times. Please be kind to staff and elected members, many of us are working tirelessly to balance limited resources with growing demands, some of us are not ok every day, this is tough! I believe we all share the same goal though, to create a thriving, sustainable community, but we’re doing so with significant funding challenges.
