However, the performance-management system in far too many businesses is sluggish, unreliable, or completely flawed. These companies aren't functioning as effectively or efficiently as they should, at best. At worst, they might not be able to react to shifts in markets, competitive conditions, or technology. The straightforward tenet that "what gets measured gets done" is the foundation of effective performance management. In a perfect system, a company develops a series of measures and goals that flow from its strategic goals at the highest level to the day-to-day tasks of its frontline staff. Managers keep a close eye on such indicators and communicate with their staff on a regular basis to review how well the goals are being accomplished. Underperformance prompts action to fix the issue, whereas good performance is recognized.

Performance management and evaluation process is an integral business pillar tied to the business' results. The core idea is to realize the true human capital of the institution and generate the ROI on talent. But when the process and prospective ratings are used as a tool for intimidation, as a platform for settling scores and exercising vindictiveness, it very clearly turns into performance mismanagement.
