Lao PDR Snapshot The Okard project, supported by the United States Agency for International Development (USAID), announced more funding for community development in northern and southern Laos on August 8. The funds, amounting to US$2 million, are being inked through a sub-funding agreement between World Education Laos, the Quality of Life Association (QLA) and the Association for Rural Mobilisation and Improvement (ARMI). This money is part of a larger US$15 million agreement for Phase II of the Okard project, which will run from 2024 to 2027, in partnership between World Education Laos and USAID. With the funds, the associations will assist by implementing community based development activities in collaboration with local authorities in Laos. This effort is set to directly benefit over 2,000 disadvantaged individuals, including survivors of unexploded ordnance and people with disabilities from 212 villages in five target districts of three provinces. The QLA will lead community – based participatory development initiatives in Kham and Khoun districts of Xieng Khuang province. Meanwhile, ARMI will run activities in Sepon and Nong districts in Savannakhet province, as well as Dak Cheung district in Xekong province. The participatory development model used by the project is said to be a comprehensive, practical, and evidence based approach designed to promote social participation and equal opportunities for individuals with disabilities. The project focuses on assessing and addressing unmet needs, enhancing functionality, boosting incomes, and improving living conditions of people with disabilities. Community stakeholders are encouraged to collaborate in identifying priorities and solutions, fostering a sustainable and inclusive environment. The signing of this subfunding agreement marks another key milestone for the Okard project and USAID, which has worked with non-profit organisations and local authorities to improve the quality of life for people with disabilities in Laos. By ensuring equal access to health, economic opportunities, and social participation, the initiative aims to leave no one behind. Source: Vientiane Times

An excellent article drawing the clear link between engaged young people and long-term economic growth from Lord Blunkett and Harris Bokhari OBE. I know I'm biased as a Board member of NCS - National Citizen Service Trust, but it really is vital that we have cross-party consensus on the importance of investment in young people which will support so many vital policy changes essential for a thriving economy and society.
Trust Board Chair Harris Bokhari OBE and The Rt Hon. the Lord Blunkett outline why service and volunteering are key to helping young people out of NEET and into employment. They highlight the importance of programmes like NCS and UK Year of Service as vital ways of building the self-worth and self-belief of our young people within the context of serving the community. The Reimagine Children’s Collective is a coalition of ten leading charities in Northern Ireland working together to advocate for the effective implementation of the Independent Review of Children’s Social Care. Together we have developed a response to the draft Programme for Government (PfG) which highlights critical areas for improvement: 🔹 Poverty: Addressing poverty in Northern Ireland must be included as a priority in this Programme for Government and the development and delivery of an Anti-Poverty Strategy must be explicitly prioritised. 🔹 Early Learning and Childcare: We welcome the prioritisation of childcare but urge further expansion of early support programmes like Sure Start to benefit families in all communities. 🔹 Support for Special Educational Needs: The PfG should take a holistic approach to SEN, offering respite, transition support and collaboration across agencies to meet children’s health, social and educational needs. 🔹 Public Service Reform: Transformational change requires the establishment of a single, regional organisation dedicated to Children’s Social Care Services. This holistic approach can deliver multiple benefits, including prioritising children and families, providing authoritative leadership, enhancing coordination, and delivering more efficient services. Additionally, it would reduce service disparities and improve accountability. The PfG must specifically reference the Independent Review of Children’s Social Care and commit to implementing its recommendations. 🔹 Community and Voluntary Sector: We call for a reset in the relationship between the community and voluntary sector and statutory bodies. Sustainable investment in the community and voluntary sector including multi-year contracts and the resources to respond to emerging needs is required. 🔹 Accountability: To avoid repeating past issues, strong accountability frameworks and relevant data indicators are needed to monitor and improve service delivery. 🔹 Listening to Service Users: Children, families and carers bring invaluable insights. Their lived experiences should shape the future of our social care services. I am thrilled to share that I have participated in ECDD's two project launch programs. Last week, ECDD launched two projects in the Tigray region. In partnership with VIS and CBM, ECDD has launched a 15-month emergency response project to ensure food security and protection of displaced populations and host communities in conditions of greater vulnerability in Adewa woredas of Tigray region, Ethiopia. Funded by the Italia Agency for Development Cooperation (AICS), the project mainly provides multi-purpose cash support (MPC) and MHPSS to vulnerable groups, including persons with disabilities. Reinstating organisations of persons with disabilities (OPDs) from the 2-year conflict in the region is also one of the project targets. The second project, funded by the Mastercard Foundation through MoLS, entitled "Tila," ECDD has also extended its pilot project implementation to the Tigray region. The project aims to create job opportunities for 1200 youths with disabilities in Hintallo and Adigudem weredas in the Tigray region. The launching event in Adwa and Mekelle cities brought together representatives of the Tigray regional state: the Bureau of Finance, Women and Social Affairs, Woreda-level administrative, and organisations of persons with disabilities (OPDs) from the target areas. These projects enable ECDD to extend and diversify its project implementation and enhance the reach of persons with disabilities in the region.

Dear Colleagues, Good Day: You will be glad to know that the Global Fund for Children (GFC) has launched the Addressing Root Causes (ARC) initiative to address the root causes of exploitation, especially those that affect children and youth in South Asia. The grassroots civil society organizations (CSOs) in this initiative are tackling complex and multifaceted issues including intergenerational poverty; harmful social and cultural norms; gender inequality; restricted access to education; and a lack of positive employment opportunities. In addition to addressing the root causes of exploitation, they are increasing the capacity of youth and communities to lead local interventions that reduce harm, as well as promoting children’s rights and empowerment. They are thrilled to be working in partnership with six organizations across Bangladesh that are applying a community-led lens to their work. They are now seeking to expand the cohort of partners in India and Nepal that are committed to community-led change for children and youth in their countries. The organizations they select will already be carrying out intersectional and holistic activities focused on child and youth wellbeing. This is a five-year initiative, with long-term grants that are renewable over the project period. Through flexible funding, partnership building, leadership training, and facilitated spaces, GFC will expand its regional network of organizations that play an active role in the reduction of exploitation and harm and in the promotion of rights and empowerment. They will support partners through a cohort-based approach that promotes learning and centers community participation and youth leadership. GFC is providing these partner organizations with long-term flexible funding, alongside a wide range of capacity development services including partnership building and leadership training. Ineligible Funding They are not able to support: Local offices, affiliates, or projects of large INGOs, governments, or intergovernmental organizations Efforts to support or oppose candidates for public office Evangelism or proselytizing, or programs that require adherence to or conversion to religious doctrine Organizations that, in policy or in practice, discriminate on the basis of race, Have local nonprofit or charitable status and can accept international funds or have a fiscal sponsor that can. As the number of NEETS grows, there is an immediate need to provide the skills and confidence to those who will otherwise face long-term unemployment. "For many of those without work or prospects, there has to be a very different experience from the revolving door of being offered short-term placements followed by long-term dissolution. That is why the new pilot programme, UK Year of Service, is so important. More than 80 per cent of the participants of UK Year of Service go on to full-time employment or continuing education, having gained life skills and the confidence to progress."
