Russia continues to strengthen its influence in the temporarily occupied territories of Ukraine, aiming to destroy Ukrainian identity and militarise children and youth ⚠️ From April to June 2024, numerous instances of Ukrainian children being involved in propaganda and militaristic events were recorded. These events took place during the celebration of Russia Day, the Last Bell ceremony, summer camps, and various programs. 🌎 On October 30-31 in Montreal, the Ministerial Conference on the Human Dimension of the Peace Formula will convene. Although closed to the public, its purpose is vital for all who care about peace and human rights. This conference brings together foreign ministers from Ukraine's partner countries and experts from international and non-governmental organizations. Their profound mission is to develop concrete solutions to help return Ukrainian prisoners of war, illegally detained civilians, and deported children to their families. Why does this matter so much? 🔹 Thousands of Ukrainian children have been unlawfully deported, separated from their families, prohibited from speaking their language, and subjected to indoctrination, causing deep psychological trauma. 🔹 Thousands of civilians are unlawfully detained in deplorable, secret conditions, their whereabouts unknown to loved ones. 🔹 Thousands of prisoners of war are held captive, facing torture and mistreatment. Families receive no information, and international organizations are denied access. 🤝 Leaders will focus on creating a roadmap with practical solutions, including advocacy, communication, and coordination tools, to facilitate returns. They will prioritize obtaining accurate information, ensuring humane treatment, facilitating safe returns, planning for reintegration and rehabilitation, and placing the needs of vulnerable groups at the heart of the peace process. Understanding and supporting these efforts is essential. The outcomes of this conference will be vital steps toward the return of the people of Ukraine and the prevention of the barbaric acts and crimes committed by the Russian Federation. #BringKidsBack

From the vault: With the war in Ukraine raging on and mounting accusations of war crimes towards Russian actors, what lessons on justice can Ukraine learn from Rwanda? Rwanda experienced a horrific period of violence during the Rwandan genocide. There was a call for accountability and justice for victims and survivors in the aftermath. However, doing so required assistance from the international community to build Rwanda’s local judicial capacity and hold to account perpetrators who fled the country. The concept of universal jurisdiction was one method used to charge and try those most responsible who were outside of Rwanda’s jurisdiction. Universal jurisdiction continues to be used today by the international community, and its use to achieve justice for the offenses committed in Ukraine should be explored. ✅ Last 6th May, the OECD Justice Review of Ukraine was launched. ⚖ This Justice review, part of the OECD Ukraine Country Programme, marks another step in Ukraine’s continued collaboration with the OECD. Specifically, we are honoured to help #Ukraine: ⚪Strengthen the #rule_of_law and #trust in justice. ⚪Promote #access_to_justice for all. ⚪Modernise the #governance of the justice system. ⚪Improve the performance of the #judiciary. ⚪Bring Ukraine closer to #OECD values and standards, and international good practices. Our contribution will seek to enhance the independence, transparency, and efficiency of the justice system and to improve the accessibility of legal assistance and justice service delivery, taking into account the challenges on administration of justice posed by the unjustifiable and unprovoked large-scale aggression against Ukraine. 📢STATEMENT: We, the representatives of organizations dealing with the protection of the rights of victims of armed aggression against Ukraine, support the decision to retain the ministry responsible for people affected by the war and to transform the Ministry of Reintegration of the Temporarily Occupied Territories into the Ministry of National Unity. This important decision sends a clear signal to our fellow citizens, international partners and civil society that overcoming the negative consequences of the war and national unity are a priority for the state policy of #Ukraine. We are convinced that national unity is only possible when the state works on social cohesion, starting with communities in government-controlled areas and ending with facilitating the return of Ukrainians who were forced to go abroad due to the #war. As well as the Ministry of Reintegration, the Ministry of National Unity should continue to ensure the formation and implementation of state policy on: 🔹 the temporarily occupied territories and protection of the rights of the population living there, with the goal of their reintegration into a single legal, informational, socio-economic, cultural, and educational space of Ukraine; 🔹 internally displaced persons and citizens of Ukraine who were forced to go abroad regarding the facilitation of the exercise of their rights and freedoms and the creation of conditions for voluntary return or integration at a new place of residence; 🔹 social cohesion and the building of a long-term just peace.
