“Most attempts to improve human performance are doomed to failure from the start … because they proceed from the fundamentally flawed assumption that people perform in a vacuum.” “Instruction or training alone cannot overcome the predominant forces of task, negative consequences, or lack of feedback that are firmly embedded in some organizations.” "Desired performance is a result of multiple factors the worker, the task, standards, feedback and what happens after the task. The cause of poor performance is rarely the lack of skills. Knowledge/skill has little leverage." These are some of my favourite quotes from Geary Rummler that can be traced back to late 80s and early 90s. Geary was the pioneer in the application of instructional and performance technologies to organizations who recognized that in order to explain behaviour accurately, one needs to think of the broader organization. The core belief is that every individual operates within the context of the system. Improvements are only possible if we understand the system. Learn more about Human Performance Technology (HPT).

It is generally accepted that the skills system in England is need clear and focused leadership. This report by Work Advance (Lesley Giles) for the Association of Colleges, and walks the reader through the key policy functions of a central body. To those who have been active in skills for a while we see aspects of the UKCES, and the proposed Skills England. There is much to build on here, and we hope the skills forecasting is developed further alongside a national (UK-wide) occupational information system (say combining O*NET and ESCO). A good step forward, and well worth a read. ‘Cross-sector collaboration is crucial for developing a more skilled and adaptable workforce in construction and the built environment.’ This was the conclusion from the ‘Collaborative Futures: Competence, Capability & Capacity’ event hosted by the University College of Estate Management last week in London. The event brought together leaders from various sectors, including the Construction Industry Council, Construction Leadership Council. It aimed to share innovative strategies and best practices for training and improving the workforce’s skills, ensuring competence, increasing capacity, and enhancing capability. Tony Ellender, Professional Development Manager for Balfour Beatty UK, emphasised the importance of holistic training for employees. He highlighted a key point: “The best way to make employees leave is to not train them. But there's only one thing worse than training someone and they leave—it's not training them and they stay."
