15 Member States joined forces in a joint non-paper calling on the European Commission to increase decarbonisation efforts in heating and cooling. The EU building stock contributes to 42% of final energy consumption and about 35% of energy-related greenhouse gas emissions. With heating and cooling accounting for approximately 80% of energy consumption in buildings, this sector plays a vital role in achieving decarbonisation goals. Today, HBBC members and industry partners issued a joint letter to the Secretary of State for Energy Security and Net Zero, Ed Miliband MP, on the recently announced Carbon Capture, Utilisation and Storage projects in Merseyside and Teesside. Whilst we strongly agree with the need to make advancements in industrial decarbonisation, the costs of these infrastructure projects mustn't be levied onto any part of the household energy bill. We believe this will only slow down the UK's efforts to electrify heat, eliminate fuel poverty and address social inequalities. With thanks to all those who supported this initiative - we look forward to engaging with the Department for Energy Security and Net Zero on this issue. 𝗨𝗽𝗱𝗮𝘁𝗲𝗱 𝗮𝗻𝗮𝗹𝘆𝘀𝗶𝘀, 𝗔𝗽𝗿𝗶𝗹 𝟮𝟬𝟮𝟰 by Antonin Chapelot, Leila Mathy, Arianna Vitali Roscini; The Coalition for Energy Savings The update of the National Energy and Climate Plans (#NECPs) is a pivotal first step to ensuring that the #objectives of the #FitFor55 Package and #REPowerEU are met and the revised #legislation, including the 2023 Energy Efficiency Directive (#EED), is correctly implemented. With less than three months left before the deadline to submit the final plans, #EU #MemberStates must significantly improve their draft NECP updates, particularly their #energye #efficiency dimension. The main #conclusion is that despite the urgency of planning and implementing #policies and #measures to deliver #energysavings, none of the draft NECP updates are fully compliant with the #requirements of the new EED. Even more concerning, the 11 #plans that were submitted with several months of delay are on average weaker, both in ambition and substance, compared to some of the draft NECP updates that were submitted close to the deadline of the 30 June 2023. #Conclusions Meeting the objectives of the 2023 EED is paramount to reaching the EU’s #climate and #energy goals for 2030 and beyond, while making sure that the #transition is fair and affordable for #people and #businesses. Despite the urgency of #planning and #implementing policies and measures to deliver energy savings, the extended #analysis reconfirms the conclusions of first #assessment: none of the draft #NECP updates are fully compliant with the #requirements of the new #EED. Even more concerning, the 11 plans that were submitted with several months of delay are on average weaker, both in ambition and substance, compared to some of the draft NECP #updates that were submitted close to the deadline of the 30 June 2023. Based on the assessment of the 26 draft NECPs updates, the key points that #MemberStates must improve in the #finalplans are: ✅️ Set adequate national objectives ✅️ Streamline the EE1st principle ✅️ Prioritise alleviating energy poverty ✅️ Accelerate action in the public sector ✅️ Describe in detail the measures envisaged Final NECP updates must become useful planning #tools to drive a timely and successful implementation of the 2023 EED at the #national level. However, the draft plans show a lack of #commitment to the new #obligations and a delay in adequately planning the necessary course of action; with only six years left to achieve the 2030 EU #energyefficiency target, there is a clear urgency to reverse these #trends and accelerate the #transformation towards a more energy efficient EU, starting with solid and fully EED compliant final NECP updates. Last week at the AVICC conference in Victoria I attended the workshop with BC Hydro & FortisBC. A question was asked if it is even possible to stay below Step2 conservation rates, with a condescending sarcasm I might add. Well my home is 100% electric (yup #heatpump) & with smart energy usage choices I easily accomplish Step1 rates while enjoying one of the lowest electrical utility rates in North America. #Electrification and moving away from #FossilFuel energy sources is realistic and attainable. The key is also mindfully adopting sustainable consumption habits as individuals. BUT...also key is the energy efficiency of our homes. This is why I supported Municipality of North Cowichan at council to adopt the BC Net Zero Building Step Code EL-4 this summer.
