I think the reason there's such controversy to this proposal is because those who espouse a traditional higher education model think in terms of a time-based education, not one that's competency-based. CBE is learning vs. seat time. Given that model, a student completes their degree when they've demonstrated competency (proficiency) in specific skills (competencies) -- not when they've sat in a classroom for a specified length of time. #highereducation #CBE
