Accounting for 40% of global carbon dioxide emissions, of which roughly 70% is generated from building operations, the remaining 30% comes from the construction, real estate sector is nowadays one of the most polluting industries. With such environmental burden, a significant change in the real estate sector to reduce its carbon dioxide emissions is not only urgent to sustain the industry but also to respond to the surging decarbonising demands from relevant industries. Green industrial park development trends According to real estate market research, investors are increasingly optimistic about the prospects for industrial growth in Vietnam, thanks to the combination of strategic location, infrastructure development and increasing demand for industrial space, especially green industrial real estate. In fact, in addition to factors such as location, labor resources or logistics infrastructure, about 80 - 85% of foreign-invested enterprises have high requirements for ESG standards (environment, society, governance) when choosing a location to rent a factory. Low emission zone fees and private vehicle restrictions in Hanoi unclear Hanoi is finalizing a draft Resolution to establish low emission zones (LEZs) aimed at managing traffic emissions, which account for 56% of the city's air pollution. Deputy Head of the Environmental Management Department, Ms. Le Thanh Thuy, stated that the resolution will not impose a total vehicle ban but will restrict high-emission vehicles, primarily diesel trucks and motorbikes, with the latter contributing 90% of volatile organic compounds (VOCs). If approved by the City People's Council in December, the resolution will take effect on January 1, 2025, providing a legal framework for creating LEZs. Relevant departments will then assess the conditions for implementation and submit findings for further approval. The specifics of fees for accessing these zones remain uncertain, as current practices allowing polluting vehicles without fees violate the Law on Environmental Protection. Ms. Thuy noted that fees from polluters could fund environmental restoration while also considering the socio-economic impact on the city. Additionally, there is currently no inspection policy for motorbikes, despite their prevalence. Deputy Transport Director Mr. Tran Huu Bao pointed out that Hanoi's underdeveloped public transport and overloaded infrastructure worsen traffic and pollution issues, with vehicle emissions responsible for 70% of air pollution. Proposed measures for LEZ implementation may include restricting certain vehicles or permitting only clean fuel vehicles. However, Mr. Bao highlighted the importance of balancing these measures with the population's travel needs while tackling congestion and pollution. Investment attraction in Vietnam in the green transition In the context of a rapidly shifting global economy, Vietnam has emerged as a bright spot in industrial development, especially with green transformation trends and increased sustainability. In the period 2010-2023, foreign direct investment (FDI) in Vietnam has a compound annual growth rate (CAGR) of 10%, higher than the average of 7.6% of countries in the ASEAN region. The above indicators show the attractiveness of Vietnam in the eyes of foreign investors, especially in the context of countries and businesses increasingly paying attention to sustainable factors in business operations. One of the key drivers of FDI in Vietnam is the Government’s strong commitment to transforming the economy towards sustainability, including a commitment to achieve net zero emissions by 2050. Specifically, the Vietnamese Government is currently promoting the use of renewable energy, improving energy efficiency and developing electric transport. These efforts not only help reduce carbon emissions but also create a favorable investment environment for businesses with a sustainable orientation. The development of the industrial market in Vietnam is not only driven by economic factors but also by initiatives and policies aimed at improving resource efficiency, minimizing negative impacts on the environment and facilitating sustainable development. The two main factors supporting this process are the strong growth of FDI investment and the implementation of eco-industrial parks. Eco-industrial parks not only focus on improving energy efficiency but also aim to recycle waste and use renewable energy. These are important steps to reduce greenhouse gas emissions and protect the environment. Moreover, the development of these industrial parks also brings great economic benefits to businesses, helping them reduce production costs and improve competitiveness in the international market. Participants aim to reach a comprehensive legally binding compromise on plastic waste. The Canadian Minister of Environment and Climate Change, Steven Guilbeault, emphasized the urgent need to address the environmental threat posed by plastic pollution, highlighting the importance of a new consensus to end the wasteful and harmful culture of single-use plastics. Vietnam and other member countries support the development of a globally binding legal agreement to tackle plastic pollution, considering it a serious environmental challenge. Despite previous negotiation sessions producing only a draft agreement on plastic pollution, participants are determined to continue discussions to achieve the goal by the final session scheduled in Busan, South Korea, at the end of this year. The urgency to address the plastic pollution crisis is emphasized, as it is considered the second most pressing environmental issue after climate change. With an annual plastic production doubling over 20 years to 460 million tons and projected to triple in four decades, the need for concrete actions to combat plastic pollution is crucial.
