Footwear 1) has a covered heel while 2) does not. How would you classify them? Same or different HS code? Most people would argue they both should be classified into the same HS code. Surprisingly, they are not. This is a recent ruling from KCS, where 1) was classified into HS code 6401.99-9000 (8%) and 2) into HS code 6402.99-9000(13%).
