In my presentation on the nexus of national security and economic development, I described what "success" would look like for the Philippines -- a) strong, inclusive, sustainable and uninterrupted economic development in this decade and beyond; b) robust development of the Philippines' Blue Economy to produce additional growth engines for job creation and c) development of a strong economic industrial base that underpins the nation's credible defense posture and the nation's aspirations for a prosperous and sustainable economic future.

A great book, providing an overview of the French Navy’s late 19th century attempt to combine new technology and the vulnerabilities of globalization to create a strategic offset. The author, Norwegian Naval Officer and academic Arne Roksund, delivers a detailed history of the Jeune Ecole concept, its variation as it developed into actual doctrine, and its slow demise as its strategic assumptions changed. With so little English language material on the Jeune Ecole, this book stands out. Roksund explains the Jeune Ecole as a logical linkage between military realities, economic situation, and technological possibilities. Understanding French limitations against a superior British naval power, the concept sought an alternative approach to victory, through torpedo attacks on British fleet units and systemic commerce warfare. However, it was unique to its time and place, requiring an adversary intent on using maritime power and seaborne commerce for victory. Roksund shows that, as Britain faded in and out of French strategic focus, the Jeune Ecole waned in significance. A great book for understanding the linkage between national strategy, military power, global commerce, and naval technology. Highly recommended for anyone involved in strategic planning or naval force structure development.
