The lack of "consumability" of some information coming out of critial parts of the bureacracy is a critical issue for novice innovators. CSPAN and the white house media pages, DVIDS are your best friends when it comes to on the ground evidence. If it doesn't get picked up in War on the Rocks, your favorite 'podcast' - maybe people don't see or hear it!? Allies and Partners Study: Charles Phillips, "The number one issue we found is that there's no pathway for working with the DoD if you're coming from another country. No one knows how it works. It's too fragmented." "If we could collectively work with our partners, we can recreate that scale a different way—shared systems, equipment, and data." "We used to think we were the only ones innovating. That's the wrong way to think about it now... we need to be aware of what our partners are doing and coordinate our research and engineering."
