The Economic Development Board (EDB) is facilitating over Rs 300 billion in private sector investments, driving growth in the construction industry. The government’s renewed commitment to this sector is also seen through its dedication to developing social housing, drainage systems, roads, and other vital infrastructure projects as announced in the budget. DLB Construction is at the forefront of social housing, with the construction of 750 units to the highest standards currently underway. New b*******l NPPF As most of you will have seen, we have new NPPF draft text. Labour have gone trigger happy with the tracked changes tool in their attempt at a reform of the planning system to address the current housing crisis. Some key points to note are the introduction of the “grey belt” classification and the golden rules for development on such land. Essentially making it easier to build in parts of the green belt… This goes hand in hand with the now broadened definition of what brownfield land is. We have an enhanced presumption in favour of sustainable development, Labour have reinvented and standardised how LPAs must calculate their assessed housing need. Meaning that those paragraph 11 arguments might have a bit more punch (I’m sure any planning agents will love this). Labour is increasing support for clean energy projects, with a focus on onshore wind farming. Other minor changes include potential increase to planning fees (yet again), defunding of certain national infrastructure projects and amendments to the intervention policy to ensure housing targets are met by LPAs. And last but not least, the removal of the elusive word… Beautiful. Beauty is in the eye of the beholder, any development can be beautiful depending on how old your prescription is. Day two of Future of Construction - FCON well timed as Treasurer Jim Chalmers delivers the 2024-25 #budget, fuelling discussions today. Here is my summary of the key measures for the #construction and #building industry: New housing investment of $6.2 billion, for a total of $32 billion; An additional $1 billion to help States and Territories build more homes; and $16.5 billion additional funding for infrastructure projects. Time will tell if this funding will balance the needed 90,000 tradespeople Australia lacks to meet the Prime Minister’s target of building 1.2 million homes according to the Housing Accord Target over 5 years from mid‑2024. While new efforts are made to incentivise people into the workforce and train them, The Chartered Institute of Building (CIOB) has an obvious role to play in the continual pursuit of this ambitions plan. #buildingindustry #constructionindustry #ciob

A construction skills crisis coupled with over-complicated tender processes and a lack of local government support have been blamed for a rising number of Welsh construction firms facing administration, with small and medium-sized enterprises (SMEs) struggling to compete with larger businesses when applying for work. A new CIOB report, ‘The SME Construction Landscape in Wales | Risk Factor Analysis’ was handed to members of the Welsh Senedd last week, highlighting the profound impact of construction businesses going bust, including projects delayed to the detriment of local communities. David Kirby, CIOB’s policy lead for Wales and author of the report, lays out clear recommendations for the Welsh Government, SMEs and clients to consider which can help simplify the process, keep more businesses afloat and drive Welsh construction projects forward. Ivan Gaine, the Chair Property Industry Ireland (PII) in his contribution to an article with The Currency highlighted the reality of the pressure on our water supplies. We expect the approval for the 5th and final consultation to be approved by cabinet shortly, to ensure the Water Supply Project for the Eastern & Midlands Region is progressed as a matter of urgency. Gerard Brady Ibec knows how vital the solution to the challenges facing water are and the criticality for Ireland to support housing, increased economic growth and development for close to 200, 000 businesses. We need drains before cranes. Nothing will happen without a new water supply. Bus Connects needs water. New hospitals need water. Metrolink needs water. Housing needs water. We cannot continue to take 85% of the flow of the Liffey to supply the Greater Dublin Area and yes, absolutely fixing leaks is part of the solution to get us to under 20% leakage by 2030. It’s been 25 years plus in the planning, the analysis and the deciding. We need to move. It’s vital for our future and will benefit 50% of the country’s need for a new water supply with counties all with the potential to benefit from the pipe that will travel from Parteen Basin in Limerick to Dublin. We’re extremely lucky and the envy of the world in having a natural, sustainable, and climate proof solution, and it will take just 2% of the flow of the River Shannon to deliver it.
Very good piece in The Currency on utilities infrastructure, at the recent Property Industry Ireland (PII) conference. There is little appreciation in the general public for how close we are to running short of water capacity - even for housing. Critical infrastructure, like the Water Supply Project Eastern and Midlands Region, needs to be approved as soon as possible. For Ibec members the project is vitally important. Major proposed revisions to the National Planning Policy Framework #NPPF and the planning system were published for consultation on 30th July. These changes will undoubtedly have major implications for planning in England and demonstrate a clear commitment to significantly increasing housing delivery nationally to boost economic growth, whilst recognising the key role that planners and local planning authorities must take to enable changes to become reality. Key changes include: ☑ Overhaul of housing need calculation method ☑ Meeting housing need ☑️ Revision of national Green Belt policy ☑️ Brownfield land, acceptable in principle ☑️Support infrastructure delivery and the economy ☑️Duty to Cooperate and strategic planning There are major implications for local authorities in early stages of plan-making, particularly authorities where plans have not yet reached Regulation 19 Publication.
