This picture is a closeup of a landmark sculpture in Boston, right next to the harbor, see link below. These large stainless steel panels have been exposed to six decades of salt air, so it is an extreme situation. Stainless steel does corrode. The consideration for manufacturers is to what degree is acceptable. I'm wondering if the artist were alive to see these panels now, would he have made a different material choice? The sun beams down and creates a lot of heat, and the stainless corrosion just looks dirty. Why didn't he choose copper? It would have been for years changing color, finally to the elegant patina green and copper is antimicrobial.
