On 1 July 2024, the Aviation Safety (Amendment) Regulation 2023, Statutory Instrument (SI) 2023 No 588 came into force, amending UK Regulation (EU) No 1321/2014, Annex II (Part 145). This amendment introduces a requirement in Part 145 for approval holders to implement a Safety Management System (SMS) by 1 July 2026.

A comprehensive Federal Aviation Administration report titled “Safety Culture Assessment and Continuous Improvement in Aviation: A Literature Review” delves into the critical importance of fostering a positive safety culture within the aviation industry. The report summarizes the following point: Despite widespread acknowledgment of the importance of a positive safety culture, many organizations face challenges in demonstrating its tangible benefits. The current assessment methods are not effective enough, and there is little utilization of assessment data to drive improvements. Current assessment methods primarily rely on employee self-reports, accident/incident reports, and injury records. However, there is a notable lack of evidence supporting the use of objective measures to evaluate safety behavior, compliance, participation, and errors. Significant gaps exist in organizations' ability to establish clear linkages between safety culture and safety outcomes. The report also explores various frameworks of safety culture, including: - Schein’s Organizational Culture Model, - Reason’s Model of Safety Culture, - Cooper’s Reciprocal Safety Culture Model, and - Job Demands-Resources (JD-R) Model. However, the implementation of these models in practice remains inconsistent, and further research is needed to establish best practices for effectively integrating these frameworks into organizational safety strategies.
