So many mosques in India, especially in North India, were built on the ruins of or on destroying temples by the then Islamic monarchies in their invasion spree. The biography of Aurangzeb itself records many such destructions of temples on the orders of the emperor. So actually, there was no need for survey itself. The point is even if there was a temple before some centuries, is it correct to demand the demolition of the mosque for that and reconstruction of the temple? All such temples including the Ram Mandir in Ayodhya will be considered sinful constructions per even the Sanatan Dharma standards. What is needed is the Hindu and Muslim leaders including religious leaders should come together, discuss and negotiate, and come to a historic accord to put an end to these dirty quarrels on places of worship. Given goodwill of moderate, liberal elements in both communities, it is not an impossible or very difficult task but it cannot be, and will not be, achieved by either BJP or Congress - wholly opportunist and basically corrupt parliamentary parties. For example, a knowledgeable person (Rami Sivan, student of religions) has written in Quora: "The requirements for building an Agamic temple are very strict. It has to be virgin land legally acquired - usually donated by a wealthy patron. It has to have a specific orientation - N/S, E/W. The soil has to be of a certain quality. The drainage is checked by digging a pit and filling it with water and seeing how quickly the water drains away. The land is ploughed, sown with seed to check the fertility and cattle must be allowed to graze on it for one year. Land which is infertile is unsuitable for a temple. So any land which is forcibly acquired, has had another building on the site, which is the religious building of another community etc. cannot be used for an Agamic temple. In Europe both Hindus and Muslims are converting churches into temples and mosques due to the waning of Christianity and the selling up of Churches but for Hindus these converted Churches are not Agamic temples but rather “maunders” or prayer halls. I don’t know of a single case where a mosque has been turned into a temple."
