📆 This week marks an important milestone in the Family Hubs and Start for Life programme as the Autumn Spending Review concludes and decisions are set out in the Budget on 30 October. This will be followed by a multi-year Spending Review to conclude in Spring 2025. Alongside the National Children's Bureau and the wider sector, we have been actively urging ministers to commit to a continuation of Family Hubs and Start for Life funding. We stand united as a sector in offering support to help them deliver on this mission and have been encouraged by recent conversations with Department for Education and Department of Health and Social Care officials. Good news for children's social care in England! The Chancellor has committed £165 million to boost children's homes capacity. However, according to last year's findings by the SCT and CCN, authorities were still predicting an overspend of £639m for 2023-24, with £319m accounted for by children's services alone. Despite councils increasing their children's social care budgets by £1.2bn in 2023, to £12.7bn, a rise of 11% on 2022-23 budgeted levels, the projected overspend remains. #LeedsCouncilLeader admits extra funding “not enough to make a difference” as #annualbudget plans for 2024/25 finalised. Final #budgetproposals to be discussed in February 7. The #LeaderofLeedsCityCouncil has described extra #governmentfunding as ‘regrettably not enough to make any real difference’ as final #budgetplans to deliver £63.9million of savings in the next year were released. The #councilsbudget report for the coming #financialyear 2024/25 includes a wide range of measures such as new #carparkingcharges, #priceincreases, #service and #staffingreductions together with a #counciltax increase of 4.98 per cent in order to deliver a #balancedbudget, as the council is legally required to do each year. Councils across the country are experiencing severe financial stress as a result of significantly increased costs to provide services and rising demand, especially for vulnerable young people and adults. So with the budget announced last night, it’s going to be interesting. As we wait the outcome of IF the poised new legislation is passed in Parliament on June 20th and then the legal instruments that are developed to implement it in the event passes. We also wait with baited breath on the taskforce recommendations and final decisions regarding mandatory provider registrations. Meanwhile Autism & Developmental delay are back in the headlines again around more supports for them in mainstream, which is effectively the foundational supports and not NDIS… On a day to day basis the stress and anxiety that providers and participants, family members are facing everyday is huge, for many making it extremely hard to know what to do… Business are not being pays, going into further debt as they attempt to hold onto staff in the hopes of growing their business again. Plan reviews still taking over 6 months in some cases. Plan funding cut for many people, this adding further stress after many were out of funding for over 8 months. #Budget2025 is an opportunity for this government to leave a lasting legacy in mental health. We have to move from crises to early intervention and prevention. With an 8 billion euro surplus, there's no excuse for ignoring this issue.
With just days before the Budget 2025 announcement, we urge the Government to make meaningful investments in mental health services. We are encouraged to see opposition parties including Social Democrats, Sinn Féin, and The Labour Party calling for investment in mental health and community therapies, and for multi-annual funding for community and voluntary services. Ireland is a wealthy country, with a budget surplus exceeding €8 billion in 2024. Despite this, we consistently underspend on mental health, leading to unnecessary crises. The justification for this underspending is the misleading claim that we overspend on health. While it’s true that health budgets are exceeded, this is primarily because they are unrealistic from the outset, and funds are often allocated to low-value, short-term expenditures, such as agency staffing. This reality is frustrating for crucial services, such as Community Therapy Ireland members, and the broader sector working on the front lines of communities across Ireland.
