A surprisingly low-key confirmation of a major policy amendment, which should increase the overall proportion of BEV in the parc by ~10% by 2030 and demonstrate some confident commitment to the shift away from ICE. However, by continuing to permit sale of hybridised-ICE it will encourage a larger share of this complex technology with some very important operational nuances that must be recognised to inform calculation of GHG and local pollutants.

Time for a joined-up approach and integrated strategies? When a country has introduced Particle Number emission testing as part of PTI/ MOT since January 1st 2023, why would you introduce a low emission zone without such consideration? In NL, all on road diesel vehicles with M1, N1-3 catogories first registered with DPFs need to be Particle Number (PN) emission checked as part of stricter PTI/MOT emission testing. This means the effectiveness of the DPF is checked at idle and if higher than the pass/fail limit of one million particles per cm3, the filter needs to repaired or replaced. As a concession to the coalition to pass this new legislation at the time, the Dutch Government allow passenger cars up to 2016 and vans up to 2012 to have their DPF officially deregistered by the RDW, subject to the owner of the vehicle paying 19% extra road tax, or soot tax. Returning to the subject of low emission zones, a joined up low emission strategy would be only to allow diesel vehicles that have passed the Particle Number test to have access, and not to discriminate on the basis of Euro vehicle standards. Otherwise older vehicles that have passed the PN test will be excluded and those with officially removed filters have free access! At the VERT Association based in Switzerland much research is available on the relative toxicities of ICE emissions. There is a broad based concensus amongst our research led community on the fact that the solid combustion generated nanoparticles are the most dangerous to public health, in addition to their global warming effects compared to other gaseous compounds such as NOx, which is not yet included as part of PTI testing. As recommended by the VERT Association and the EU Commission, let's reduce the fail/pass limit for Particle Number to the lower limit of 250,000 particles per cm3, which is more in line with vehicle type approvals and extend the scope to include gasoline fueled vehicles. Finally, if we wish to safeguard air quality and public health, it would be advisable for Government to subsidise the repairs or incentivise migration to cleaner mobility instead of receiving extra tax for polluting the air! We encourage also local Government policy officers to join the VERT Association and working commities such as NPTI to be fully informed about effective emission mitigating policies supported by our scientific committee and our research based community. #Vertassociation #WCRAQ #CITA

The Environmental Protection Agency in April 2023 proposed requiring a 56% reduction in new vehicle emissions by 2032. Under the initial EPA proposal covering 2027-2032, automakers were expected to aim for EVs to constitute 60% of their new vehicle production by 2030 and 67% by 2032 to meet stricter emissions requirements. Under the revised final regulation expected to be made public as soon as next month, the EPA will slow the pace of its proposed yearly emissions requirements through 2030. Popular 4WDs are to be reclassified into the light commercial category, which has less stringent emissions goals. The introduction of a credit scheme has been postponed until 1 July 2025, while new standards will be effective from 1 January 2025. The E.P.A.’s emissions rule and the Transportation Department’s mileage standard were designed to achieve similar results through different means. The E.P.A. rule lowers the amount of carbon dioxide that can be emitted from a vehicle’s tailpipe. The Transportation Department rule lowers the amount of gasoline, the fuel that produces the carbon dioxide pollution, that a vehicle can burn in order to move.
