The Ministry of Education has indeed issued an advisory to ensure that children with special needs (CWSN) receive their entitled benefits under the Right to Free and Compulsory Education Act (RTE) and the PM-Poshan scheme. The advisory aims to ensure that CWSN are not denied their rights and benefits, and that schools and authorities take necessary steps to provide inclusive education and support to these children. According to recent statistics, approximately 22.8 million children in Pakistan are not enrolled in school, with 11.4 million of those being adolescent girls who have never had the opportunity to attend school. Furthermore, the numbers are even more alarming when considering the additional millions of children who lack a birth certificate, hindering their access to education and other essential services. School exclusions are at record-breaking levels, with the equivalent of 4100 children being excluded every day. New data from the Department for Education reveals that temporary suspensions and permanent expulsions have soared to record levels in 2023/24 - with the most vulnerable children at greatest risk of falling out of school and losing out on education. The Who’s Losing Learning Coalition – an alliance of Impetus, IPPR, The Difference, and Mission 44 – has come together to analyse the scale and impact of lost learning. "We urgently need to take action to reduce preventable exclusions and support schools to ensure every child can learn and succeed," said Steven Haines, our Director of Public Affairs. Reviving Sindh’s Education The Nation's recent article sheds light on the persistent challenges within Sindh’s education system—outdated methods, poor infrastructure, and a lack of teacher accountability have led to subpar education quality and eroded public trust, despite significant investments. To truly uplift Sindh's education, we must prioritize accountability, enhance professional development, and modernize teaching practices. It's crucial to measure quality with clear indicators and adopt a personalized approach for each student. As elections near, the focus must shift from mere monitoring to genuine quality improvements, ensuring no child is left behind. In collaboration with Ministry of Education New Zealand, Tertiary Education Commission and National Disabled Students' Association we've released a report: Let’s Get Accessible: Disabled students’ experiences navigating the tertiary education system. This report brings to life the everyday challenges disabled learners have to negotiate. These figures are why high quality options for alternative provision are so important and why they have the potential to be life-changing for the young people fortunate to access them. These figures are also a challenge to our whole system, to work on building an inclusive mainstream education, an engaging and varied curriculum, and relational behaviour approaches to reduce the need for AP in the first place.
