In law enforcement, understanding legal concepts is critical to protecting both public safety and individual rights. One concept that often comes into play is reasonable suspicion. Unlike probable cause, reasonable suspicion is a lower standard that allows officers to briefly detain someone for investigation if there are specific, articulable facts suggesting criminal activity. This standard was discussed in detail in the landmark case Terry v. Ohio (392 U.S. 1, 1968). In Terry, the U.S. Supreme Court upheld that officers may stop and frisk an individual if they have reasonable suspicion that the person is involved in criminal activity and may be armed. The Court emphasized that this action must be based on specific, objective observations rather than vague hunches. This decision struck a balance between the need for officer safety and the protection of Fourth Amendment rights against unreasonable searches and seizures. Balancing this authority with constitutional protections is essential to maintaining public trust. Clear, consistent training and thorough documentation ensure that reasonable suspicion is applied correctly, upholding both the law and our commitment to justice. More than 16 million Americans experience domestic violence each year, highlighting the critical need for additional evidence-based resources and prevention strategies. One tool that is available in every state is the domestic violence protection order law, or DVPO law, that allows people to seek civil orders to protect against domestic violence. Another tool that is available in 21 states is the extreme risk protection order law, or ERPO law, that allows for firearms to be removed from an individual temporarily during a time of high risk. Dr. April Zeoli, a national leader in both DVPO and ERPO law research and policy core director at the Institute, developed a free online toolkit designed to support the use and implementation of Michigan’s new ERPO law that went into effect earlier this year.
