British DC pension funds have the opportunity to strengthen returns for pensioners and the UK economy by investing in venture capital. Finance Minister Rachel Reeves has called for a “new economy,” driven by green growth and innovation, and the British Business Bank’s funds and programmes are already supporting this shift by backing emerging companies tackling climate, education and health challenges. But given Britain’s low productivity growth and declining health and physical infrastructure there’s an urgent need for more domestic capital to fuel high-growth UK companies. Yet, incredibly, few British pensions invest in this form of productive capital. According to a recent survey from the British Private Equity & Venture Capital Association (BVCA), a striking 86% of investment in Britain’s innovative firms comes from foreign investors, including many pension funds. Why aren’t British funds benefiting from the financial returns and social impact of UK innovation? With world-class universities, strong research powered by non-dilutive Government funding, and a unique pipeline of talent, the UK has all the ingredients for success, but we need British capital to help scale these breakthroughs and build a resilient economy. I applaud the Chancellor’s plans on pension reform which, hopefully, will lead to billions of pounds being invested in areas such as energy infrastructure, tech start-ups and public services. Related to this, the UK’s 5.5 million small businesses are a key driver of economic growth. However, the challenges they now face in securing funding are staggering with over 80% of applicants failing to obtain grants or investment and approximately 40% unable to secure loans.  This harsh reality contributes to 60% of businesses failing within 5 years and this high failure rate comes at an estimated £90 billion cost for the economy, impacting GDP growth, innovation, employment and tax revenues.  Without effective fundraising solutions, the viability of future generations of businesses and the economy at large will be at risk. The FixFunding initiative has therefore been established to bring together Government, small businesses, funders and other stakeholders to address fundraising challenges and build a more resilient startup ecosystem to foster economic growth.  https://lnkd.in/e4dRqke5

As an aside, I estimate that circa £8 billion of VC funding in the UK is held back due to applications being considered non-investable.  Related to this, UK venture capital funds have accumulated over £25 billion in “dry powder” over the past three years, awaiting more favourable market conditions or better opportunities, rather than being invested as soon as raised. One of the reasons for uninvested capital is the mismatch between the quality of applications and the expectations of investors with only 7% applicants obtaining investment. Given this, it’s easy to imagine how big the tech startup sector could become if funding became available to the majority of applicants and, hopefully, pension funds will become part of the solution. Clearly, the quality of applications need improving so wouldn’t it make sense that applicants obtain a fundability rating before they apply so they know what their chances of success are and how they can improve their rating? In turn, this would save them wasting time, money and effort in applying, too early. It would also save VCs having to read 000s non - investable pitch decks annually and the related costs.
