Wow! The RCMP just set a new standard in trust and engagement with the publication of their “Transparency Blueprint”, a singular view into the operational technologies they deploy. The Blueprint outlines the careful consideration of technologies like on-device investigative tools, cell-site simulators, and remotely piloted aircraft systems (drones), focusing on protecting privacy while enhancing public safety. From the introduction: “The RCMP recognizes that the deployment of operational technologies should consider and balance the needs of law enforcement against any privacy and ethical issues related to their use. While it is not always possible to provide all of the details of how and when certain operational technologies are used, which could negatively impact their effectiveness, NTOP nevertheless promotes transparency as a key consideration for maintaining public trust and confidence in the responsible use of these technologies by the RCMP.” I’ve long argued that obfuscation and unnecessary secrecy can be counterproductive to law enforcement and security efforts. Transparency can still be offered while maintaining operational (and source) security. This initiative reflects a strong commitment to public trust and sets a benchmark for transparency in law enforcement technologies. It’s a risk, but a risk well worth taking. An important reminder from Sydney Freedberg of Breaking Defense. Innovation is never easy. The reality is two significant headwinds exist to hamper force multiplication at the tactical level: The ability to make large quantities of unmanned vehicles quickly and enable them to function in denied environments. These are two different things but both can and will be part of "Replicator." Congress should be focused on saving U.S. and allied lives and cutting costs. The #ICRC welcomes the resumption of the work of the Group of Governmental Experts #GGE on #autonomous #weapons system at the #CCW. The development and proliferation of autonomous weapons have the potential to significantly change the way wars are fought and contribute to global instability and heightened international tensions. By creating a perception of reduced risk to military forces and to civilians, they may lower the threshold for engaging in conflicts, inadvertently escalating violence. We must act now to preserve human control over the use of force. Human control must be retained in life and death decisions. The autonomous targeting of humans by machines is a #moral line that we must not cross. Machines with the power and discretion to take #lives without #human #involvement should be #prohibited by international law. Discussions on autonomous weapons kicked off today in the #un with the #ccw Group of Governmental Experts. The support in the room for new, binding international rules to effectively address these weapon systems came through strongly. And no wonder, since this is no longer a futuristic concern. Several companies claim that their armed drones can strike autonomously - and in some cases that they already have, in current armed conflicts. States must act now, to prohibit unpredictable and anti-personnel autonomous weapon systems, and to impose clear, binding restrictions on all others.
