Shell, TotalEnergies, bp and Mitsui & Co., Ltd. have announced they will each take a 10% stake in ADNOC Group's Ruwais liquified natural gas (LNG) project in the UAE. ADNOC will retain a 60% stake and serve as the lead developer and operator in the project. Ruwais LNG is a two-train, 9.6 million-tons-per-year mega-project located in the industrial city of Ruwais some 240 kilometers west of Abu Dhabi. The project is expected to nearly triple the UAE’s existing #LNG production capacity, with start-up slated for the second half of 2028. “We are delighted to welcome BP, Mitsui & Co., Shell and TotalEnergies as partners in ADNOC’s Ruwais LNG project, which will be one of the world’s lowest carbon-intensive LNG facilities,” said Dr. Sultan Al Jaber, managing director and group CEO of ADNOC. “As natural gas demand continues to increase, this world-class project will enable us to provide more lower-carbon gas to meet growing demand today while helping the world transition to a cleaner energy future. Additionally, the project will accelerate development in Al Ruwais Industrial City, boost the local industrial ecosystem and create more skilled private sector jobs for UAE Nationals.” Consultancy Wood Mackenzie said in a statement that the involvement of the IOCs was unsurprising given the project appeals on “multiple levels”. Its advantages include proximity to both European and Asian markets, its relatively low emissions that align with the partners’ #climate strategies and its reduced development risk given ADNOC has already announced its final investment decision (FID). The project will also create a new supply source for buyers: “The majority of new large-scale global supply is from the US and Qatar. Ruwais offers an alternative source of supply,” Wood Mackenzie said. Shell, which has also signed an agreement to offtake one million tons per year of LNG produced by the project, said global demand for LNG is estimated to rise by more than 50% by 2040 as industrial coal-to-gas switching gathers pace in China, South Asia and Southeast Asia. 🔹Shell, TotalEnergies, BP and Mitsui are members of the Breakbulk Global Shipper Network. #Adnoc #awards $5.5bn #contract to build low-carbon #LNG project in Ruwais The project in Al Ruwais Industrial City, in Abu Dhabi's Al Dhafra region, will be the first #LNGexport complex in the Mena region to run on clean power. The EPC contract was awarded to a joint venture comprising #Technip Energies, $JGC Corporation and #NMDC Energy. The LNG plant will have one of the world’s lowest carbon intensity rates. The project will feature two LNG liquefaction trains, each with a capacity of 4.8 million tonnes per annum, totalling 9.6 mtpa. This will more than double Adnoc's current LNG production capacity in the UAE to about 15 mtpa as the company expands its international LNG portfolio. It will use specialised equipment and materials sourced from the UAE, with 55 per cent of the #EPC contract value benefitting the country's economy under Adnoc's In-Country Value programme. Last month, the company acquired a 10 per cent stake in #Portuguese energy company Galp’s Area 4 concession of the Rovuma Basin in #Mozambique marking its first investment in the African country. The acquisition entitled Adnoc to a share of LNG production from the concession, which has a combined production capacity of more than 25 mtpa. TotalEnergies and the Oman National Oil Company (OQ) have announced the final investment decision for the Marsa LNG project. The project aims to serve as the first LNG bunkering hub in the Middle East and is expected to start LNG production by the first quarter of 2028. The Marsa LNG plant will be 100% electrically driven and supplied with solar power, making it one of the lowest greenhouse gas emissions intensity LNG plants worldwide. This project is a joint venture between TotalEnergies (80%) and OQ (20%). Technip Energies has been awarded the main Engineering, Procurement and Construction contracts for the LNG plant. LNG production is expected to start by Q1 2028 and will primarily serve the marine fuel market in the Gulf. TotalEnergies has signed a Sale and Purchase Agreement with Oman LNG L.L.C. to purchase 0.8 Mtpa of LNG for a decade starting from 2025, becoming a significant offtaker of Oman LNG’s production.

The final #investment decision (FID) on the project comprising two 4.8 MMT/Y #LNG trains scheduled for 2024-Q2. ADNOC has recently signed a 15-year agreement with SEFE for the delivery of 1 MMT/Y of LNG to be supplied primarily from Ruwais LNG project. ADNOC has signed a 15-year Sales and Purchase Agreement (SPA) with Petronas for the lower-carbon Ruwais LNG project, securing the supply of 1 million tonnes per annum (mtpa) of LNG. This agreement converts the previous Heads of Agreement into a definitive contract. The LNG will be sourced from the Ruwais LNG project currently under development in Al Ruwais Industrial City, Abu Dhabi, with deliveries set to begin in 2028. The project has already committed over 8 mtpa of its production capacity to international customers through long-term agreements. "Natural gas plays a critical role in meeting the world’s energy needs, and we are proud to partner with Petronas to deliver lower-carbon LNG," said Fatema Al Nuaimi, EVP of Downstream Business Management at ADNOC.
