Towards New Perspectives: The ACP-EU Samoa Agreement Secretariat of the Organisation of African, Caribbean and Pacific States (OACPS) European Parliament Vice President Marc Angel The recent signing of the Samoa Agreement marks a significant milestone in the relations between the African, Caribbean, and Pacific (ACP) countries and the European Union (EU). This agreement opens up new avenues for cooperation in key areas such as fair trade, sustainable development, and governance. The Samoa Agreement places sustainability at its core, with a focus on environmental protection and combating climate change. It also offers opportunities to enhance trade capacity and reduce economic inequalities within ACP countries. In parallel, ACP countries are preparing to meet their European parliamentary counterparts, providing a valuable opportunity to strengthen cooperation and mutual understanding. Together, ACP countries and the EU are committed to seizing the opportunities presented by the Samoa Agreement for a more prosperous and sustainable future. Border Carbon Adjustments (BCAs) are emerging as a critical tool in the global fight against climate change. As countries strive to reduce greenhouse gas emissions, the risk of carbon leakage—where production shifts to countries with less stringent climate policies—becomes increasingly prominent. To address this challenge, many jurisdictions are considering or implementing BCA measures, which impose tariffs on carbon-intensive imports. This new country report in collaboration with International Institute for Sustainable Development focuses on the potential implications of BCA schemes on Trinidad and Tobago. It examines the potential short-term impacts on key sectors, such as energy, petrochemicals, and manufacturing, and assesses the broader economic consequences. By engaging with a diverse range of stakeholders, this study provides valuable insights into the challenges and opportunities presented by BCAs for Trinidad and Tobago.
