Senator Tammy Baldwin, in collaboration with Sen. Lisa Murkowski, introduced the National Apprenticeship Act of 2023. This bipartisan effort seeks to reauthorize and revamp the original National Apprenticeship Act of 1937, reflecting a commitment to modernizing our apprenticeship approach for the first time in over 80 years. The proposed legislation is a response to the evolving needs of our workforce, particularly in burgeoning fields such as cybersecurity and computer science. By removing existing barriers and creating more opportunities, the act aims to make apprenticeships more accessible to both employers and apprentices. This is not just about creating jobs—it's about shaping a skilled workforce that can thrive in the digital age. Small- and medium-sized businesses stand to benefit significantly, as the act provides resources to develop tailored apprenticeship programs. Security Apprenticeship experts - I could do with your help in answering a conundrum as I’ve been out of the “rules” game for a little while. The Level 2 Professional Security Operative apprenticeship - I have questions! 1) Do learners need a SIA licence to conduct the licensable activity that’s in the qual, or is there a dispensation/workaround of sorts? 2) If they do need a licence, does that mean that providers need to reduce the duration (and funding) of the apprenticeship to reflect the knowledge they have from their Level 2 SIA courses? Because a LOT of it seems similar. 3) If so, doesn’t that make them ineligible for an apprenticeship as it’ll either take them under 12 months duration OR render them unable to conduct the skills required because they don’t have a SIA licence? I am sure there’s a simple answer to this but I’ve only had one coffee and two Monsters today so my brain is not on form. Thanks in advance!

Earlier in the week the Minister Brendan O'Connor announced a review our current Apprentice and Traineeship Incentive system. Interesting times ahead as we in the Group Training industry grapple with the after affects of the Boosting Apprenticeship Commencement program and the 30% drop in commencements. In my view, a key consideration is the idea of a Priority Skill Apprenticeship? No matter the industry, we have a skills shortage. So how do we decide what is a priority going forward. A classic example is the lack of any IT related qualifications on the Priority List. According to the FSO we are staring down the barrel of a massive deficit in IT talent, particularly related to Cyber Security yet there these are not considered a priority? At the same time, the Australian Skills Guarantee will rope in IT contractors from 1st July 2024. The expectation will be that they will have a cohort of Trainees completing a VET qualification in order to tender for and win federal contracts.
