At Wednesday’s Civic Works Committee meeting there is a report on the detailed design contract amendments for Sunningdale Road. Within the report is an update to the phasing and timeline for the project. Changes to the roadway profile to improve safety, additional driving lanes, a new bridge at Medway Creek, new sidewalks, storm sewers, lighting and cycling amenities will all be part of the redesigned corridor. In order to coordinate with ongoing private developments occurring along the corridor and address current environmental approvals and new requirements from Imperial Oil for their pipeline located along some of the corridor, it has been necessary to develop an updated construction phasing strategy. Grouping the remaining improvements into multiple construction phases achieves schedule efficiencies and provides a risk management approach to deal with external third parties approvals including coordination with Imperial Oil whose pipeline infrastructure is impacted in some, but not all phases. To address these ongoing issues, a recommended phasing approach is identified: Phase 1- Sunningdale and Richmond Street Intersection, construction planned in 2025 subject to final approvals. Phase 2A – Wonderland Road to Medway Creek Bridge, tendering and advance construction activities planned for 2025 with major construction to start in 2026. Phase 2B – Medway Creek Bridge, construction planned to begin in 2025 or 2026 subject to environmental approvals. Phase 3 – Medway Creek Bridge to Richmond Street, construction planned in 2025 or 2026 subject to final approvals. Phase 4 – east of Richmond Street to Blackwater Road, construction planned in 2027 subject to final approvals. I know how important this work is to area residents, it’s why I have been working to find solutions to move these phases forward. In the interim, I will continue to bring your concerns about the need for temporary safety enhancements forward. Including: temporary crosswalks, cutting back brush on the sides of the road and the completion of preliminary work including advanced left studies and crosswalks studies before construction takes place. The following Ohio Department of Transportation projects are anticipated to affect highways in Athens County during the week of July 8-12. Outlined work is weather permitting. Click on each route to see its location at OHGO.com. Village of Chauncey Sanitary Sewer Project — A sanitary sewer project is taking place in the Village of Chauncey. State Route 13 is closed from State Route 682 to West Bailey Road. The detour is State Route 682 to US 33 west to State Route 78 to State Route 685 to State Route 13. Estimated completion date is July 11. US 50/Washington Road signal replacement/turn lane installation — A signal replacement and turn lane installation project is taking place at U.S. 50/Washington Road. Estimated completion date is Nov. 1. US 50/East State Street resurfacing — A resurfacing project is taking place on U.S. 50 between Della Drive and River Road. Lane closures are place in both directions. The estimated completion date is Aug. 15.

Wow, no doubt there will be a post mortem on this project after the dust has settled and it will be interesting reading. Without doubt this latest example proves the point that any major civil project cannot enter construction with price certainty or limited risk range and that owners and governments simply need to be prepared to spend a lot more then they think. That sort of thinking needs to be there for the business case phase and only critical infrastructure gets the go ahead. Sporting arenas and other "like to haves" should definitely be treated with consideration through the same lens. It’s a beautiful spring day to get out and look at some bridges that are posted for restrictive load. Bridges may need to be posted for restrictive loads when the capacity of the bridge decreases and/or when the demand on the bridge increases. Depending on funding, permitting, and other considerations, rehabilitation and replacement bridge projects can take up to 6 years or more to get to construction. A timeline that may result in further restrictive posting. Proper planning and forward thinking can offer safe solutions for the traveling public when restrictive posting signs appear on your bridges.

Roadway Closure Alert - Construction begins April 22nd on the Bruce Road Reconstruction Project. The public is advised to expect temporary delays and detours during the 15-18 month construction period. Beginning April 22nd, there will be full road closures at two key sections of the project: (1) Bruce Road immediately south of East 20th Street to approximately 100 yards north of the Skyway, and (2) Bruce Road south of Banner Peak Drive to north of Concord Ave/Picholine Way. While public access will be maintained at key intersections, motorists are advised to seek alternative routes and plan additional travel time to navigate marked detours during construction. The City of Chico recognizes the inconvenience posed by construction activities but assures residents that the long-term benefits of the Bruce Road Reconstruction Project will outweigh temporary disruptions. Thanks for the update. I believe that this is an excellent infrastructure project, but is a very large chunk of deficit increasing funding. Meaning that there is not funding for so many other projects throughout the Nation. Why? Because we should not be increasing the deficit every time we need funding for an infrastructure project. Time to implement a different way to fund much needed infrastructure projects. HR 4052, the creation of the Nation’s fifth National Infrastructure Bank.
