The second Arab-Islamic summit reaffirmed the call for an immediate halt to the wars in Gaza and Lebanon, urging an end to their disastrous humanitarian impact on civilians. Israel’s state terrorism expands to Lebanon! We are devastated by Israel’s recent attacks on Lebanon that violate international humanitarian law. Despite international calls for a ceasefire, Israel continues its attacks, sparking concerns of a broader regional conflict. This comes shortly after the UN General Assembly overwhelmingly passed a resolution urging Israel to end its “unlawful” occupation of Palestinian territories within 12 months. The resolution was supported by 124 member states, and also demands an immediate halt to illegal settlement activity and the dismantling of infrastructure that violates international law. Sign the initiative “Stop Border Violence!” now until 10 July for an end to torture and inhumane treatment at European borders! As civil society, we can call on the European Commission to fulfil its duty to protect people. The European citizens’ initiative calls on the European Commission to ensure that no one is subjected to torture or inhumane treatment at European borders. This is enshrined in Article 4 of the EU Charter of Human Rights – and yet this fundamental principle is repeatedly disregarded. SOS Humanity supports the initiative “Stop Border Violence!” As a non-governmental search and rescue organisation, we repeatedly witness violence in the Central Mediterranean – such as when the so-called Libyan Coast Guard, which is supported by the EU, forces people back to Libya violating international law. However, violence continues to occur at all of the EU’s external borders, and far too often people look the other way when their rights and dignity are taken away. One year ago, on November 16, the International Court of Justice (ICJ) issued a landmark order directing Syria to take all necessary measures to prevent acts of torture and to preserve evidence related to these allegations. Despite this binding order, reports from the UN and Syrian CSOs indicate that allegations of torture in Syria continue, underscoring the importance to ensure the full implementation and compliance of the Order and the protection of individuals detained and disappeared in detention in Syria. In the past year, SLDP has been at the forefront of efforts aimed at capitalizing on the Order and to ensure further scrutiny and attention by the international community on the issue. In July 2024, the UN SR on Torture Alice Edwards made a press release on the issue, underscoring the need for further scrutiny for allegations of torture in Syria, as a result of a strategic submission by Syrian NGOs, led by SLDP. Similarly, calls have been made by the Human Rights Committee in the recent Review of Syria, where it further called on the Syrian regime to implement the Order - following a strategic legal initiative by SNGOs facilitated by SLDP. Alarmingly, in a context of ongoing allegations of torture, there have been documented cases of individuals returning to Syria who have faced arrest, and torture upon their return. This further underscores the need to ensure compliance with the Order and the responsibilities that third states, Parties to the Convention have toward Syria and Syrians - in ensuring an immediate cessation of torture and upholding of the principle of non-refoulement - including by not facilitating or providing assistance to the coerced return and deportation of Syrian refugees to Syria. In light of these developments, the ongoing normalization of relations with the Syrian government by European countries, led by Italy, raises significant concerns. These normalization efforts are in flagrant violation of the obligations binding on State Parties to the Convention against Torture to prohibit and prevent torture. One year after the Order, States should re-center their obligations to prevent, punish and not to provide assistance to ongoing torture in Syria and the impunity enjoyed by perpetrators, within their potential diplomatic relationships and engagement with the Syrian regime.

The International Court of Justice has held that there is a plausible risk of genocide being committed against the Palestinian people in Gaza. Former UK Supreme Court judges have argued that the obligation to prevent genocide is “normative and compelling” and the UK must take immediate measures to bring to an end through lawful means, acts giving rise to a serious risk of genocide. Failure to comply with its own obligations under the Genocide Convention to take “all measures to prevent genocide which were within its power” would incur UK state responsibility for the commission of an international wrong, for which full reparation must be made. They have further stated that serious action is needed to avoid UK complicity in grave breaches of international law, including potential violations of the Genocide Convention. They argue that that the UK Government may be failing to discharge its international obligations in these respects. "While we welcome the increasingly robust calls by your Government for a cessation of fighting and the unobstructed entry to Gaza of humanitarian assistance, simultaneously to continue (to take two striking examples) the sale of weapons and weapons systems to Israel and to maintain threats of suspending UK aid to UNRWA falls significantly short of your Government’s obligations under international law.
