In this piece, I discuss how previous policy initiatives to attract highly specialized talent have fallen short of their goals. Current concerns over immigration cannot obscure the fact that Canada must remain open and competitive to global talent, and our historical success in attracting immigrants from the world over cannot lead to complacency.
