Synergizing our EU-US transatlantic exchanges on frontier models and AI Safety Institutes, the Institute for AI Policy and Strategy (IAPS) issues a policy brief analyzing the first wave of AI safety institutes, including their characteristics, functions, and challenges. In particular, it brings: ➡ Overview of the current AISI landscape (specifically consisting of the Japan, UK, and US AISIs, but also highlighting AISI-like institutions in the EU, Canada, France, and Singapore); ➡ Fundamental characteristics (safety-focused, governmental, technical, what first-wave AISIs are not); ➡ Core functions (evaluations, research, standards, cooperation and coordination, scientific consensus-building, etc); ➡ Challenges and limitations (specialization and trade-offs, redundancy with existing institutions, relationship with industry) It highlights that the first-wave AISIs have several fundamental characteristics in common: ➡ Technical government institutions. ➡ Clear mandate related to the safety of advanced AI systems. Recently countries like USA, UK, Canada, Japan, Singapore have introduced their own versions of "AI Safety Institutes" to conduct (independent and or collaborative) research on AI capabilities, risks and concerns, develop policy and safety measures, and exchange of insights and information among these new founded bodies to establish an unified AI Governance mechanisms. Germany, France, Italy, Australia are also in the process of presenting their safety institutes. This development is quite exciting as scholars have been urging for global partnerships and creation of a body who can unilaterally direct in building ethical, safe, transparent and accountable AI systems. Despite the fact that different jurisdictions having distinguished laws and regulations is considered as a barrier, it is also foreseen that these institutes will team up together geographically or thematically to address AI safety related research and development. I wonder if there is such AI safety institutes from any of the Nordic governments as well? #aisafetyinstitute #aigovernance #euaioffice #euaiact

The Biden administration has announced a two-day international gathering in San Francisco, scheduled for November 20 and 21. This meeting will bring together government scientists and AI experts from at least nine countries, alongside representatives from the European Union, to address the safe development of artificial intelligence technologies and mitigate their associated risks. Commerce Secretary Gina Raimondo emphasized that this meeting marks the “first get-down-to-work meeting” following the AI Safety Summit held in the UK last year, which established a commitment to tackle the potentially catastrophic risks posed by rapid advancements in AI. The discussions will build on insights from a follow-up meeting in South Korea earlier this year, which led to the formation of publicly backed safety institutes focused on advancing AI research and testing. 9moGreat work! One comment though. I believe it is largely impossible to separate work on AI capabilities and work on their safety, hence the 10% requirement is good, but cautioness and safety need to be ensured by other and more extreme measures. Don’t you agree?
