Permanent carbon removals are needed to complement deep and rapid emission reductions - but is it a good idea to integrate them into the EU Emissions Trading System (EU ETS)? Only if European policymakers can master a careful balancing act of trade-offs within the system and introduce a suite of supporting policies. A new report by CONCITO and Clean Air Task Force (CATF) examines four policy options to integrate permanent carbon removals into the EU ETS - highlighting the benefits and risks of each. New EU emission task force looks to boost global CO2 trading, but not without controversy. The European Union's Emissions Trading System (ETS), valued at EUR 751bn in 2023, is the world's largest carbon market 🌍 The EU's climate policy chief Wopke Hoekstra has now announced the European Commission will be launching a task force, deploying staff to support the establishment of carbon markets globally aiming to boost the global trade of CO2 emissions. The EU's plan to extend its carbon pricing policies internationally has stirred some controversy, including the imposition of a world-first carbon levy on imports from 2026. However, Brussels asserts that imports from countries with comparable carbon pricing policies can offset obligations under the levy, fostering fair competition with local industries. To make this truly global will necessitate global cooperation to develop universally accepted accounting frameworks that can effectively track emissions embedded in products and services. How Quickly Can Ukraine Launch Its Own Emissions Trading System? Professional opinion of my colleague Andrii Glushchenko The EU ETS, launched in the EU in 2005, significantly differs from the current EU ETS. Moreover, the EU ETS will evolve in the future as the European Union modernizes its ETS, correcting mistakes and considering changes in climate goals. Building an ETS is a process of continuous improvement. The EU took 19 years to reach the current EU ETS model. Ukraine objectively cannot transplant the EU ETS model into national legislation—time is needed for the economy to adapt to European requirements. European companies have already gone through this process from 2005 to 2023, while Ukrainian companies will have to take their first steps. 📣 According to the press #Poland wants to challenge ETS 2 at the European Council tomorrow and, failing that, make its revision/postponement a key topic of their upcoming #EUPresidency. This is no big surprise but I had hoped that the new Polish gov. would have known better: 🔔 Eastern European countries are also those which are going to benefit the most from the #SocialClimateFund 📣 We cannot hide climate problems under the carpet: they will not disappear! 🎯 Instead of postponing ETS2 to a late phase, why not dedicate the entire ETS2 revenues to heating and transport? 💸 That would raise the pot from 80Bn to 250Bn: enough to help households and SMEs.
