The Challenges Behind Nightingale 1 - by Jeremy McLeod The planning permit was revoked, and Jeremy McLeod, along with six other architects, had invested all their money in this project. Jeremy McLeod spent weeks raising $2.7 million in equity for Nightingale 1. Six fellow architects agreed to invest $100,000 each, and he and his partner Tamara personally invested $500,000, borrowing against their apartment in The Commons. This was their only asset, and their investment was meant to show other potential investors their level of dedication and confidence in the project. ❌ But the permit got revoked. ❌ They faced a major setback when a neighboring property developer's objection led to a VCAT appeal, where the permit was ultimately revoked. However, they quickly reapplied for a new planning permit, this time including three car spaces to address the concerns raised by VCAT. The reapplication received overwhelming support from the architectural community, and the media attention and public support significantly boosted interest in the Nightingale model, growing their waiting list from a few dozen to hundreds of interested buyers. Emerging from the success of the neighboring apartment building The Commons, Nightingale Housing 1 is the inaugural project of the Nightingale model - a replicable, triple bottom line housing model with an overarching priority towards social, economic, and environmental sustainability. 🔗 This was part of our Melbourne event in March. Following the adoption and subsequent repeal of the previous update last year, Fort Collins City Council has requested a fresh approach—one that not only enhances the functionality of the code but also preserves the current density requirements in key zone districts like RL, UE, NCL, NCM. Following Michael Fox’s participation in the South West Insider roundtable in Exeter in May, the pressing question remains: “What’s Next?” Mike played a crucial role in the discussion about ‘Building homes to meet demands in the South West’ and concluded that “something is going to have to give” in the planning system and wider development sector. As a team of planners, urban designers, and landscape architects based in the South West and Wales, this topic is a key concern to us. The planning system is fundamental to the success of all residential development. Funding is critical to delivery in two ways: - Resourcing planning departments, which in turn affects how quickly plans are put in place, how consistently policies are enforced (and how this translates into land values) and how quickly decisions are made. - Supporting best practice - while we understand there are competing demands for public sector funding, facilitating development is essential. Recently our Head of Urban Transformations Aras Labutis joined an expert panel at Urban Taskforce Australia 2024 Conference, which posed this question for industry stakeholders, TODs: The Future or Failure? Minister for Planning and Public Spaces Paul Scully MP, Secretary of the Department of Planning, Housing and Infrastructure Kiersten Fishburn, Deputy Secretary Monica Gibson and Infrastructure NSW Chief Executive Tom Gellibrand, all gave updates and valuable insights into the current status of the TODs (Transport Oriented Developments) planning reforms. New York City Hall, in collaboration with the Department of Housing Preservation and Development (HPD) and the New York City Housing Authority (NYCHA), announced plans to prepare an Environmental Impact Statement (EIS) for the Fulton Elliott-Chelsea renovation project in Manhattan. This ambitious project focuses on reconstructing four NYCHA housing developments: Chelsea, Chelsea Addition, Elliott, and Fulton Houses, all situated in the Chelsea neighborhood. The initiative aims to address the housing needs of approximately 4,410 residents across two campuses separated by a quarter mile. The Fulton Elliott-Chelsea renovation project includes the phased demolition of existing residential units and public spaces, followed by the construction of new mixed-use buildings. These buildings will feature a mix of affordable and market-rate apartments, new public spaces, and retail facilities, including supermarkets. Additionally, the project proposes the enhancement of public facilities space managed by Hudson Guild and the addition of parking spaces. Central to the project's execution are two potential paths: the "Rezoning Alternative" and the "No Rezoning Alternative." These options will be thoroughly examined in the EIS to determine their impacts and viability. Through NYCHA's PACT program, the project will transition Section 9 housing subsidies to Section 8 Project-Based Vouchers (PBV) via the Rental Assistance Demonstration (RAD) and Title 18 USHA. NYCHA plans to enter a long-term lease with Elliott Fulton LLC and Essence Development or their affiliates for the project land, necessitating an environmental permit and EIS due to HUD's involvement. This project has sparked open discussions and opportunities for public and stakeholder feedback, emphasizing community engagement in the redevelopment process. Angle Property and Cala Group Limited, advised by Montagu Evans, have been granted planning consent on appeal for their plans for undeveloped Green Belt land at Rectory Farm, Kings Langley, following a 4-day public inquiry in April. This development marks a significant milestone in the journey towards creating a vibrant new neighbourhood that will comprise 135 new homes and community facilities for the Sunnyside Rural Trust, as well as 2.5 hectares of public open space adjacent to the Grand Union Canal. “This is an important decision relating to a site that was due to be released from the Green Belt to meet Dacorum’s acute housing land supply shortfall, before a change in administration reversed the Council’s strategy, leaving our clients with the only option to seek planning permission via appeal, said Edward Ledwidge, Partner at Montagu Evans. “The evidence supporting new housing in this location to address the severe needs of the Borough in the short term, combined with the delivery of other social, economic and environmental benefits, provided the Inspectorate with a clear route to allowing this appeal.
