🔵 Interesting day at the European Commission Berlaymont HQ, where we joined fellow Social Partners in the EU Liaison Forum to discuss the upcoming Social Agenda of the Commission. A key focus was the use of AI in the workplace, and CoESS promoted its newly published Charter on the responsible and ethical use of AI in security services (check out www.coess.eu). We also emphasized the importance of the EU Public Procurement Directive Revision to further key social objectives, including the promotion of quality jobs and Collective Bargaining. The "AI Act" is a significant EU regulation aimed at addressing the risks associated with AI technologies, promoting trust and innovation. Aligned with the Charter of Fundamental Rights of the EU, it aims to protect individuals, businesses, democracy, and the rule of law. The Act classifies AI systems into four risk categories: minimal or no risk, limited, high, and unacceptable risk, with stricter requirements for high-risk systems, such as those used for employee monitoring. It prohibits AI applications that pose serious risks to fundamental rights, particularly in workplace surveillance, safeguarding employees' privacy and dignity. Additionally, member states' national legislation and ethical surveillance principles must be observed. 📣 The Council of Europe Framework Convention on AI and Human Rights, Democracy and the Rule of Law opened today for states signatures 📣 The Convention focuses on the use of AI systems by public authorities and applies to all stages of the AI lifecycle – from planning and design to operation, monitoring and retirement. It is the first international legally binding treaty on AI and is expected to be the most widely adopted, with 57 states coming together to negotiate its contents, and the UK, EU and US already signed on. Despite national security being out of scope, the Convention will have significant global implications for the sector. In this new Explainer, Research Associate Rosamund Powell identifies key considerations for the national security community when preparing for the implementation of the Convention in the UK and internationally. This is the second Explainer in a mini-series by the Centre for Emerging Technology and Security (CETaS) exploring the national security implications of global AI regulation initiatives. Last month, the UK Government's Department for Science, Innovation and Technology published guidance on the responsible use of AI in recruitment, aiming to reduce the likelihood of such systems perpetuating biases and discrimination. The guidance is firmly rooted in the Government's five pillars of AI assurance and governance, which are; - Safety, security and robustness - Appropriate transparency and explainability - Fairness - Accountability and governance - Contestability and redress What do you think of this guidance?
