The new NPPF consultation has now been published and will run until 24th September 2024. A tracked changes version is linked here: https://lnkd.in/gExQCb_i As expected. the focus is on changes to increase the supply of housing to deliver 1.5 million new homes in the next 5 years. The headlines include: ⚪ The reinstatement of the 5 year housing land supply test, with 4 year tests and exemptions now removed. ⚪ Under transitional arrangements, the new provision of the NPPF will apply unless the Council has a Local Plan at Regulation 19 stage. Detailed transitional arrangements are provided in Annex 1. ⚪ Paragraph 61 has been changed to ensure that Local Plans meet the identified housing need within an area, rather than 'as much of it as possible'. ⚪ The Standard Method has been revised, with targets rising from 300,000 to approximately 370,000, however cities such as Coventry and Birmingham have seen their standard method numbers drop significantly. ⚪ The addition of ‘grey belt’ which is defined as: land in the Green Belt compromising previously developed land and any other land that make a limited contribution to the five Green Belt purposes. I’m sure that ‘grey belt’ will be a huge area of debate going forward.

💰 This is just the latest update in a much longer story of how construction payment flows (or doesn't). In 2022, legislation was introduced to foster fairness and transparency in payment practices within the Alberta construction industry, notably prompt payment requirements. However, this didn't impact public projects which are instead governed by the Public Works Act. But these projects aren't the only ones that have been allowed to play by different rules. In 2023, Alberta carved out excemptions for projects with a capital expenditure of at least $5 billion that could contribute to economic growth. This was specifically applied to the Dow Chemical Path2Zero expansion project. 🏗️ Prompt payment: Alberta aims to rebalance legislation with reforms. Alberta officials have proposed a series of significant reforms to the province's prompt payment legislation that have piqued the interest of builders. Here's what you need to know: ✍ The amendments would result in all construction projects following the same set of prompt payment rules established in 2021 under the Prompt Payment and Construction Lien Act (PPCLA). ✍ Previously, prompt payment rules primarily applied to private sector projects; the government prioritized prompt payment but was not bound by the same statutory rules. 📢 The Calgary Construction Association stated the amendments introduce clearer definitions for payment deadlines and adjudication processes, fostering a smoother payment cycle across all project levels. More specifically, the association said it was pleased to see the addition of “proper invoice” guidelines for public works projects. Is this the right move? Minister for Finance Jack Chambers addressed our annual conference yesterday. RTE News reported on supports for home buyers and one of the key issues for increasing house building, the provision of serviced land. "We have to ensure that we are providing infrastructure to meet the needs of the growing population. That means we have land that is capable of being serviced, we have water supply, energy and transport infrastructure," said Hubert Fitzpatrick, CIF’s Director General. #CIFConference24 #Budget25 #Construction

**Proposed Reforms to National Planning Policy** On 30th July the Government launched the promised consultation on draft changes to the National Planning Policy Framework (NPPF). Documents include a track changed draft NPPF, accompanying commentary with 106 consultation questions and a spreadsheet showing proposed new housing targets for each Local Authority. The Deputy PM has also written to all local authority leaders in England urging them to play their part in building the homes we need. The NPPF revisions propose significant changes; housing targets are proposed to increase and be mandatory in most cases, there are changes to Green Belt policy including a definition of a new type of land designation known as “grey belt” and measures to ensure comprehensive coverage of strategic plans across England. The Government are also seeking views on a series of wider policy proposals in relation to increasing planning fees, local plan intervention criteria and appropriate thresholds for certain Nationally Significant Infrastructure Projects.
