ProcurePM Project Management are very pleased to have supported Lower Eyre Council during project feasibility, delivery planning and procurement for the Coffin Bay Business Precinct Regeneration Project in readiness for their grant submission, and would like to wish Council every success in securing support from the Australian Government for this regionally significant project.
The Coffin Bay Business Precinct project is an exciting initiative that will enable the sustainable growth of Coffin Bay’s aquaculture industry whilst also improving community safety and delivering on new key elements as part of the Project, including road and marine upgrades, and waste management infrastructure.
Key elements of this multifaceted Project include the following:
- Upgrading the existing boat ramp facility,
- Expansion of the existing business precinct to enable growth,
- Upgrades to the road transport infrastructure,
- Repurposing the current waste transfer station land,
- Establishment of a new waste transfer station at a new location,
- Upgrade/renewal of the community wastewater management system,
- Amenity upgrades to the business precinct,
- Development of a Precinct Sustainability Strategy, and
- Investigate opportunities for a research/education hub.
Planning and detailed design will be undertaken in a partnership environment involving key partners, local community, stakeholders, First Nations and industry to support the development of a place with purpose that supports regional growth and prosperity, and promotes Coffin Bay’s reputable brand.
ProcurePM worked closely with Councils’ team to scope the Project, and design and execute an innovative procurement approach to identify a delivery partner that will allow completion of both planning and detailed design phases for the project, and with a view to being ‘construction ready’ in early 2026.
A successful grant application will mean the planning and detailed design for the project can kick-off immediately, having already undertaken a comprehensive tender process to select a suitably skilled and experienced design team (WSP in Australia).

We are very pleased to have submitted a comprehensive application to the Federal Government’s Regional Precincts & Partnerships Program for the Coffin Bay Business Precinct Regeneration project.
The team have spent the last 18 months carrying out preliminary investigations, stakeholder engagement and industry and community consultation to prepare an impactful proposal that aims to address key challenges and constraints in Coffin Bay associated with land availability, critical town infrastructure and traffic (vehicle + vessel) movements.
The project will enable the growth of the iconic Coffin Bay oyster industry and provide community, visitor and environmental benefits while simultaneously achieving one third of all actions identified in the Coffin Bay Master Plan.
