Rough sleeping and begging should not be made criminal offences for several reasons: 1. **Humanitarian Approach**: Criminalising rough sleeping and begging further marginalises already vulnerable individuals. Instead of punitive measures, a compassionate and supportive approach is needed to address the underlying issues that lead to homelessness and poverty. 2. **Complex Causes**: Homelessness and poverty are often the result of systemic issues such as lack of affordable housing, unemployment, mental health issues, and substance abuse. Criminalising rough sleeping and begging does not address these root causes and may exacerbate the cycle of poverty and homelessness. 3. **Violation of Human Rights**: Everyone has the right to shelter, food, and basic necessities. Criminalising rough sleeping and begging infringes upon these fundamental human rights and can lead to further discrimination and stigmatisation of homeless individuals. 4. **Effectiveness of Criminalisation**: Criminalising rough sleeping and begging does not effectively address the problem. It pushes individuals into the criminal justice system, leading to fines, imprisonment, or further marginalisation, without addressing the underlying issues of homelessness and poverty. 5. **Alternative Solutions**: Instead of criminalisation, resources should be directed towards providing affordable housing, mental health services, addiction treatment, and support services for homeless individuals. Housing-first approaches and community-based support programmes have been shown to be more effective in addressing homelessness and reducing rough sleeping. 6. **Social Justice**: Criminalising poverty disproportionately affects marginalised communities, including people of colour, LGBTQ+ individuals, and those with disabilities. IMPORTANT TIP: whenever handing something of value to a homeless person in an encampment or anywhere, make sure no one sees. It could put the person in danger. OH! PDFs suck. Homeless people have low-bandwidth phones. PDFs suck anyways, but for homeless people, NEVER send them to a PDF.
