The Virginia Department of Emergency Management has undertaken a major consequence planning effort, supported by a FEMA grant, to develop a coordinated process to ensure continuity of government, support SLTT partners, and provide services to residents while under a coordinated cyberattack on critical infrastructure systems resulting in a national emergency. As part of this effort, we are producing a series of white papers addressing the role that disinformation might play in eroding public trust and complicating response efforts. Written for emergency managers, these papers address why these issues matter in emergency management and offer specific policy recommendations. The first paper in the series, Disinformation 101 for Emergency Managers, explains what disinformation is, why we're psychologically vulnerable to it, and why this matters for emergency managers. Emergency Response Plan * Specific document: It is a detailed document outlining the steps to be taken in response to a particular emergency. * Operational level: It provides instructions for specific actions, such as evacuation procedures, communication protocols, and resource allocation. * Focus on a particular emergency: It is tailored to a specific type of emergency, such as a natural disaster or active shooter situation. * Event-driven: It is triggered by a specific emergency or incident. * Detailed instructions: It provides step-by-step instructions for specific actions to be taken. * Limited stakeholder involvement: It primarily involves individuals and teams directly involved in the emergency response.
