There's no space now to dump. And most of you are city heads know that for you to find a green field solid waste site is almost near impossible. You just can't find it anymore. And that's the change which I believe has really been so powerful in the country. But the power has not come just because the poor have spoken. The power has come because policymakers have listened. And I think that's where Rupa gives me great pride to see this, because policy has to keep evolving. There is nothing called a policy which is written in stone. And policy is best made when it listens, it evolves, it changes, it learns, and it changes further. That's the dynamic nature of policymaking.
