Ceasefire prospects in #Gaza remain unlikely as Israeli Prime Minister Benjamin Netanyahu has rejected Hamas’ demands for an end to the conflict in exchange for releasing hostages. ▪ Severe flooding in Rio Grande do Sul, #Brazil has forced over 80,000 people to evacuate, marking the nation’s worst floods since 1941. The disaster has resulted in at least 78 deaths, with more than 100 individuals still missing. ▪ Recent torrential rains in #Kenya have caused flooding and landslides, resulting in a death toll surpassing 200. The Interior Ministry says more than 200,000 have been displaced. Forecasts predict worsening conditions in May. ▪ Pro-business right-wing politician Jose Raul Mulino, who previously served as interior and security minister during ex-leader Ricardo Martinelli's administration, won #Panama's presidential election. Martinelli supported the campaign from Nicaragua, where he resides due to a money laundering conviction. ▪ #Chad is on the verge of transitioning from military to democratic rule with a presidential election scheduled for Monday, marking an end to the three-year transitional period initiated after the death of longtime leader Idriss Deby Itno. ▪ #Russia announced plans for a military exercise using tactical nuclear weapons in response to what the defense ministry characterized as provocative threats from Western officials. ⬇ Your Morning Brief of Global Events (6/13) ⬇ ▪ Southern #Florida experienced severe #flooding on Wednesday, prompting Governor Ron #DeSantis to declare a state of emergency for several counties, including Broward, Collier, Lee, Miami-Dade, and Sarasota. The National Weather Service reported "life-threatening flooding" in parts of Broward and Miami-Dade counties. Scattered flash flooding is expected to threaten the area again later today. ▪ A fleet of Russian #warships, including a frigate, a nuclear-powered submarine, an oil tanker, and a rescue tug, arrived in Cuban waters on Wednesday, signaling a display of strength amid growing tensions over Western support for Ukraine. The ships entered #Havana Bay after completing drills in the Atlantic Ocean. The fleet is expected to stay in the Caribbean through the summer, with possible visits to #Venezuela. ▪ In #BuenosAires, five deputies required hospitalization after police used gas to disperse them during a large protest outside the Argentine Congress. Senators were discussing a crucial bill affecting President Javier #Milei's administration at the time. The incident became violent, and dozens of people needed medical treatment for skin irritation. ▪ The Group of Seven (#G7) nations have agreed on a loan to deliver approximately $50 billion in fresh aid to Ukraine using frozen Russian assets. ISRAEL/LEBANON: New escalation making a large war in the Middle East more likely 12 people, all aged 10 to 20, were killed in northern Israel by a Hezbollah rocket strike in the evening hours of Saturday, 27 July. According to the IDF, over 40 rockets were fired into Israeli territory. In response, Israel carried out strikes “deep inside Lebanese territory”. According to early reports, dozens of people were killed, but the extent of the damage remains unclear. Looking ahead, it appears likely that pressure on the Israeli government to act against Hezbollah will grow and a short-term escalation is probable. Assets belonging to Hezbollah in southern Lebanon and near Baalbek are likely to be targeted with increased frequency. Assets in Beirut, in particular on the premises of the International Airport, could be struck too. Rising tensions have the potential to spill out into an all-out war. A land operation on Lebanese territory is possible, but unlikely to be imminent (coming days). NSSG operates across the Middle East and advises organizations with interests in Israel and Lebanon to keep monitoring ongoing events. In fact, specific escalatory action could trigger crisis response plans, such as protocols for the safe evacuation of employees. Travel and security teams should consider deferring travel for staff until further notice. There have been three referenda on the political future of New Caledonia in recent years. The vote has always been to remain part of France, even if the result of the last vote is discounted as an outlier. The Kanaks have been a minority in their country for some time, not simply because of Europeans; though the conflict and accompanying instability may create a numeric advantage for the Kanaks over time. The core issues for the Kanaks are identity and autonomy. The core issues for the French are nostalgia and maintaining their geostrategic position in the South Pacific region. The overlapping interests are narrow. Of course, the core issue for Australia is balancing these other issues. We want France to remain present in the Indo-Pacific as a counterweight to China and Russia, by itself and as part of European influence and investment. But Australia knows that many Pacific Islands Forum countries regard Kanak independence as unfinished business of decolonisation, even if these countries might also want the French to remain in the region. The immediate issue, though, is that New Caledonia is part of the inner ‘arc of instability’ for Australia. And for which we have less influence owing to being French territory and a different colonial history. This raises the hushed fears for Australia. A violent conflict for independence places us in the dilemma of taking sides, or being marginalised. Somehow, we would lose credibility, moral authority, and regional power. A conflict of any intensity, if prolonged, would destabilise and distract the entire region. It would reopen fissures. American influence might be needed. And China would find ways to exploit the situation. China and Russia might already be indirectly involved in the current civil unrest in New Caledonia. China especially will use its mouthpieces to promote itself as a credible mediator as it has no colonial legacy. There is no certainty that an independent New Caledonia would be a viable sovereign state. Depending upon its relationship with France afterwards, it may be particularly susceptible to Chinese money and influence. None of this may lie in the future. But, what can be said now is that a triangle of insecurity, marked by Solomon Islands, Vanuatu, and New Caledonia, lies to Australia’s near north-east on our strategic line with America. China has worked hard to draw the Solomons and Vanuatu into its influence. If New Caledonia were to fall the same, it would position China within striking distance as it would provide an obstacle to American support. Like the recurring natural disasters, the South Pacific is characterised by its risks as much as by its beauty and wonderful peoples. The region is a dangerous paradise, which should not alarm but should keep us alert. .:. Presumably, Australia would evacuate its nationals and those of certain other countries. Presumably, too, France is reluctant to agree to the Australian operation, as it would indicate that France has lost full control of civil order in New Caledonia. The crisis situation does show how quickly things can turn in the Pacific region, be it a breakdown in civil society or from a natural disaster. And it shows the continuing geographic value of Norfolk Island to Australia’s projection into the South Pacific. An interesting outtake might be if France requests permission from Australia to permanently garrison equipment and a small force, such as a Gendarmerie unit in Townsville, to support France’s administration of its external territories. … The federal government is poised to evacuate hundreds of Australians trapped by violent riots in New Caledonia as soon as aircraft are cleared to land. Fearful Australian tourists caught up in the disturbance say the situation on the ground is dire, with dwindling food supply and heightened tension. The French territory in the south Pacific, about 1500km east of Queensland, has been convulsed by violent unrest since Monday, with local authorities saying six people have been killed and hundreds injured. About 300 Australians remained trapped in New Caledonia, the government has said. In a statement on Sunday, Foreign Minister Penny Wong said Australia was “working with authorities in France and New Caledonia, and like-minded partners including New Zealand, to assess options for Australians to safely depart”. In a separate statement, DFAT said: “The Australian Defence Force is ready to fly, pending commercial flights resuming. A flash flood emergency was briefly in effect for #NewOrleans, where 6-8 inches of rain fell, with #flooding still expected in parts of the city. Coastal parishes reported damage from downed trees and power lines. Over 365,000 homes and businesses reported power outages, and flights from Louis Armstrong New Orleans International Airport were impacted. 🛩 #Boeing may encounter a #strike as early as Friday if a majority of its 30,000 factory workers in the Pacific Northwest vote to reject a tentative agreement. Workers involved in manufacturing the 737 MAX, 767, and 777 jets have voiced dissatisfaction with the proposed deal, especially regarding wage increases and other improvements. If the vote proceeds as expected, a strike will begin at 12:01 a.m. on Friday, leading to a complete shutdown of Boeing’s manufacturing operations. 🗺 Russian drones attacked Konotop, a town in northern #Ukraine, causing significant damage to its energy infrastructure and injuring 14 people. The attack, which involved 10 explosions, left the town without power and put the power system in critical condition. Efforts are underway to restore electricity, with a priority on the hospital and water supply. Konotop is in the Sumy region, which has become a frequent target for Russian strikes, particularly following Ukraine's recent cross-border operation into #Russia from this area. 🇳🇬 A dam collapse in northeastern #Nigeria has resulted in 30 deaths and affected over one million people. The Alau dam, located in the state of Borno, failed on Tuesday due to excessive rainfall. At one point, about 15% of the state's capital city, Maiduguri, was submerged. 📍 Israeli airstrikes struck the Al-Jaouni Preparatory Boys School in #Gaza, which was being used by the #UN to house displaced families, killing at least 34 people, including 19 women and children. Among the victims were six UN staff members. The Israeli military claimed they were targeting Hamas militants allegedly planning attacks from within the school.
