El Nino is officially over. This atmospheric condition is associated with wind shear that would tend to disrupt the formation of tropical storms. For now, we are in what is called a neutral phase of the El Nino/La Nina cycle, but as the experts at the National Oceanic and Atmospheric Administration (NOAA) share, La Nina is expected to be in effect by the peak of the hurricane season.
