Vultr/Linode/DigitalOcean/etc are pretty much consumer level and offer no SLA's and the performance is spotty. IBM Cloud has, apparently, even worse latency than the above. I sometimes detect 2-40ms latency within their own local network Oracle Cloud is a hot mess that I gave up on after a few hours. AWS routes through Cogent which is hit or miss I'm trying to find some providers that connect directly with GTT / NTT but haven't had much luck.
