Two important questions are: 1- Where are they coming from and where are they going. 2- How are they going to get there. Your scenarios only apply to people living and working in downtown big cities. Few suburbs are well deserved with mass transport and forget about the country. That is the problem you need to solve. The rest will fall into place on its own.
