Utility demand side management has been the backbone of energy efficiency programs for decades. Given that utilities are typically siloed by electricity and gas, that means energy efficiency programs are too. But economy-wide efficiency and climate goals mean we have to consider how to break these silos or manage them better. This report digs into this issue. Presenting a series of policy strategies to encourage cross-fuel energy efficiency, beneficial electrification, and one-stop shops for customers.
