The Nigerian Civil Aviation Authority (“NCAA”) recently released the second version of the Air Operator’s Certificate (“AOC”), Operations Specifications (“OPS”), the document which was transposed into a 16-page form, contrary to it earlier position, wherein it was 70-paged, in August 2023, has been further revised to ensure that the NCAA continues to be abreast of changes and revisions made by the AOC holders BLP examines below the OPS and presents need to know information as it concerns an AOC. The Federal Civil Aviation Agency (AFAC) in Mexico is facing significant challenges that threaten aviation safety. Documents reveal that the agency has not been able to carry out its annual verification program due to lack of funding and personnel. These deficiencies have contributed to the recent downgrade of Mexico's air safety rating to category 2 by the Federal Aviation Administration (FAA). The government's management report highlights the agency's inability to conduct technical-administrative verifications, citing limitations in human resources. This is concerning because these verifications are crucial in ensuring the safety of air operations and passengers. Additionally, in the past two years, the agency has scheduled 106 safety checks but only managed to carry out 24. Lack of personnel and budgetary constraints are major factors contributing to the nonconformities identified by the FAA. The current director of the agency, General Enrique Vallín, has emphasized the need for 4 billion pesos and the hiring of 4,000 employees to meet international standards and fulfill the agency's functions. Pakistan International Airlines (PIA) is edging its way back to recommencing operations to European airports, according to several recent reports. The carrier was placed on an EU blacklist in 2020 following the discovery of numerous safety failures at the carrier, including the employment of unlicensed pilots During a recent audit performed at the company by the EU Air Safety Committee in November 2023, it is understood the inspectors critically re-examined the Pakistan Civil Aviation Authority’s role in safety oversight abut identified multiple areas of concern. These included deviations from established safety procedures and significant understaffing in the Flight Standards Directorate, despite the authority being staffed by technically skilled professionals. The Federal Civil Aviation Agency (AFAC) in Mexico has implemented corrective action plans in response to an audit conducted by the International Civil Aviation Organization (ICAO). The audit, which consisted of over 710 questions, took place from February to March of this year and will soon be released. Out of the total number of questions, 310 require a corrective action plan, which the AFAC has already put into place and is reviewing with the ICAO regional office in Mexico. The audit addressed various issues within the competence of the AFAC, including aviation medicine, accident and incident investigation, ground aids, and airworthiness. The results of the audit will be made public as the information is not classified. Additionally, the ICAO previously expressed concern about the lack of sufficient supervision in the verification of radio aids to air navigation in Mexican aviation. However, this concern was resolved before the deadline imposed by the ICAO. The AFAC has a budget of 712 million pesos this year, which some sector specialists believe is insufficient. Air traffic control services and ground management services should be completely separated and there should be two separate general directorates. As you know, many years ago, the civil aviation institution in our country was separated into THY and DHMI as state airlines.

The Mexican government is planning to cut 9% of the Federal Civil Aviation Agency (AFAC)'s budget in the 2025 Federal Expenditure Budget Bill. This contradicts the AFAC's own activity report, which highlighted the lack of resources to carry out inspections and surveillance. The projected budget of 634 million pesos represents a decrease of over 59 million pesos. However, the airline industry has stated that at least 2 billion pesos are needed for aeronautical verification and surveillance, while the AFAC estimates that 4 billion pesos are required to meet international standards. Furthermore, the AFAC faces a deficit of 4,000 workers, making it difficult to carry out verification programs. Despite receiving additional resources to address deficiencies in air safety, the budget remains insufficient, resulting in a high number of cancelled safety checks. The lack of personnel, budget shortfalls, and other issues contribute to the FAA's findings of noncompliance with air safety standards.
