I think governments all around the globe should not only work but audit the data owning enterprises to better democratize AI. And those governments should also be transparent to their citizens, and the citizens should be able to easily approach intermediary independent institutions which would be the checks and balances against the governments. This would also require a strong connectivity and communication between government communicators of all the countries across the globe. Probably could be supported by a structure similar to a blockchain.
