PostNL no longer wants to be obliged to deliver mail 5 days a week. The post company also plans to deliver mail less quickly: not within 1 day, but 2 and eventually even 3. Professor of Economics Maarten Pieter Schinkel is critical: 'It is typical monopoly behaviour to reduce the quality of service and increase the price.' As a monopolist, the company is bound by agreements with the government on mail delivery. The current Postal Act states that mail must be offered and collected 5 times a week. Recently, the Department of Communicaitions and Digital Technologies announced its intention to review the Postal Services Act, which refers to the Post Offices period of exclusivity. In other words, the Post Office has long held the exclusive right to be the sole provider of sub 1kg letters and parcel. Any and all private businesses would therefore in terms of the Postal Services Act be restricted from providing these services. However, this has not been the case, as you will know your likes of TakeAlot, PostNet et al continueto deliver parcels falling into these categories. Courier companies and similar businesses continue to encroach on the Post Offices exclusive right. Currently, there is ongoing litigation between your likes of Postnet, SA Express Parcel and Post Office to try and uphold the law and prevent these private companies from encroaching the Post Offices exclusive right. This application is supported by the Regulator, ICASA. However, as we know, this is still going to be a process. CASE STUDY – MAILING SYSTEM ➡️ Facilitating decision making for the evolution of a large logistic network Our client is a historic mail operator: it operates a large-scale mail distribution network together with the associated industrial infrastructure which manages the collection, transportation & delivery of letters & parcels at national level. However, the constant decline in postal traffic, combined with the explosion of parcels and cross-border exchanges, is calling into question the traditional mail sorting & distribution model. Our client is therefore faced with a critical industrial challenge consisting of modernizing its industrial letter & parcel management industrial tool in the near future in order to ensure the sustainability of its activity, while guaranteeing optimal customer satisfaction. ⬇️ To meet the industrial challenge of our customer, we proposed to construct a systemic digital twin of the collect, transportation & distribution system for letters & packs, based on a realistic systemic model whose overall structure is presented here, which allowed us to simulate it and to evaluate & compare different coarse grain evolution scenarios for this system.
