Following the recent publication of Note 1 - One Year of activity of the #DeltaPlatform, and Note 2 - The role of #Sport and #Culture in social infrastructure, we are proud to publish Note 3: "Investments in sports infrastructure. Unlocking the unexpressed potential" which is part of the series of in-depth studies entirely realized by the ICSC's Sustainable Development and Research Department. 📗 The “Note” analyses the market for investments and financing in sports infrastructures in the years 2019-2023, with a focus on the modernization of medium and large-scale facilities, which are increasingly central to activating processes of urban regeneration and enabling our cities to become poles of attraction for major events, both sporting and cultural. 📗 Despite the backlash of the pandemic and an economic framework dominated by continuous exogenous shocks, the sports sector has shown an extraordinary capacity to react, thanks to the dynamism of local authorities (owners of 70% of sports facilities). In fact, in 2023, sport became the main expenditure chapter in local investment policies financed by debt, absorbing EUR 353 million in bank financing. 📗 The positive trend in investments in sports infrastructures is driven by northern municipalities and mainly concerns small-scale initiatives (under € 500,000). The northern regions activated more than 1,100 projects between 2019 and 2023, accounting for 44% of the total redevelopment and development projects carried out in Italy. The South continues to show a low rate of investment, despite having a lower level of sports facilities than the national average and a higher proportion of non-functional sports facilities. In Italy, however, investment in large-scale sports facilities accounts for only 1% of the funding allocated to the sports sector. The low rate of investment is reflected in the state of the facility stock, which remains characterized by a high degree of obsolescence. 📗 In order to foster a new investment season, the Note, on the basis of the analyses conducted, suggests focusing on the following directions: - #Boost the public-private partnership - #Simplify administrative procedures - #Optimize the allocation of resources to projects that maximize social impacts through the adoption of appropriate impact assessment methodologies - #Diversify financial supply channels by resorting to alternative finance instruments such as Real Estate Funds, Sports Bonds, Impact Bonds.
